Job Overview:
The International law" style="border-bottom: 1px dotted #007bff !important;">Humanitarian Law Expert will play a crucial role in monitoring sanctions measures and investigating alleged violations of international human rights law or international humanitarian law in Yemen. This position requires a deep understanding of the sanctions regime established by the Security Council and the ability to contribute to reports and recommendations that enhance the implementation of these sanctions. The expert will work closely with other members of the Panel of Experts, ensuring a coherent and integrated analysis across various investigations. The role also involves preparing and delivering briefings and presentations, collaborating with government authorities and civil society, and ensuring that investigations adhere to high standards of evidence and methodology. The expert will be expected to travel extensively, including to challenging environments, to gather information and conduct investigations.

Duties and Responsibilities:
The duties and responsibilities of the International Humanitarian Law Expert include:
  • Monitoring sanctions measures and investigating alleged violations of international humanitarian law in Yemen.
  • Contributing to the Panel's reports to the Security Council and the Committee, ensuring that all findings are well-supported by evidence.
  • Collaborating with other experts on the Panel to ensure a comprehensive approach to investigations.
  • Preparing recommendations to improve the implementation of sanctions based on investigations and outreach activities.
  • Compiling information on individuals and entities involved in sanctions violations.
  • Delivering briefings and presentations on the sanctions regime and the Panel's activities.
  • Identifying areas for capacity building among States to enhance sanctions implementation.
  • Conducting investigations with due process for all parties involved.
  • Participating in investigative missions and consultations to gather information. 1
  • Drafting correspondence and maintaining organized records of investigations. 1
  • Submitting an End of Assignment Report at the conclusion of the mandate.

Required Qualifications:
The position requires an advanced university degree (Master's degree or equivalent) in military science, political science, international relations, law, journalism, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Candidates must have a minimum of ten years of progressively responsible experience in the relevant field, including at least three years of field experience. Strong field research or investigative experience is essential, as well as experience in writing high-quality reports. Proven interpersonal skills in complex political environments are also required, along with a demonstrated understanding of sanctions regimes.

Educational Background:
Candidates must possess an advanced university degree (Master's degree or equivalent) in a relevant field such as military science, political science, international relations, law, or journalism. A first-level university degree may be accepted in combination with additional qualifying experience. This educational background is crucial for understanding the complexities of international humanitarian law and sanctions regimes.

Experience:
The position requires a minimum of ten years of progressively responsible experience in the relevant field, with at least three years of field experience in post-conflict or transitional situations. Candidates should have significant field research or investigative experience, particularly in areas related to international humanitarian law and human rights. Experience in writing high-quality reports and working under the rules and regulations of the United Nations is highly desirable.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is also required, and knowledge of Arabic is considered an advantage. Proficiency in these languages is essential for effective communication and reporting in this role.

Additional Notes:
The position is expected to be home-based with travel, and it is anticipated to become available on 16 December 2026, lasting until 15 December 2027, subject to renewal and availability of funds. All experts will engage in frequent regional and international travel, with travel arrangements made in accordance with United Nations administrative instructions.
