Job Overview: The Chief of Service for the Financial Operations Service will oversee critical functions including global payroll, accounts payable, income tax, and commercial insurance. This role requires strategic coordination and operational leadership, ensuring compliance with the UN's regulatory framework while managing a diverse team. The incumbent will be responsible for ensuring timely execution of programmed activities, coordinating work across different desks, and fulfilling a vital global function. The position demands a combination of policy interpretation, data-driven decision-making, and staff management, with a focus on delivering high-quality services to clients within the UN system.
Duties and Responsibilities: The Chief of Service will manage the Financial Operations Service, which includes overseeing global payroll, income tax, travel claims, vendor invoice processing, and commercial insurance. Responsibilities include providing guidance on policy matters, acting as Risk Manager for property and casualty insurance, developing systems for client service delivery, ensuring timely processing of payrolls and claims, maintaining relationships with auditors, and preparing reports for intergovernmental bodies. The incumbent will also lead the work program of the Service, coordinate activities across different units, prepare budgets, evaluate staff performance, recruit new staff, and represent the Division at various meetings. Additionally, the Chief will foster teamwork and communication among staff and manage the organization of meetings and seminars.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in business or public administration, finance, accounting, law, social sciences, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The role requires extensive knowledge of finance, accounting, payroll, and administration, as well as the ability to apply UN rules and regulations effectively.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, social sciences, or a related area is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of fifteen (15) years of progressively responsible experience in finance, accounting, payroll, administration, financial management, or budget-related fields is required. Candidates must have at least five (5) years of experience leading teams in areas such as global payroll, income tax, travel claims, vendor invoice processing, or commercial insurance. Experience with global payroll software, HR systems, and data analytics tools is essential, along with a background in change management and business improvement initiatives. Desirable experience includes managing commercial insurance programs and familiarity with international labor laws and tax regulations.
Languages: English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is desirable, with a minimum proficiency level of UN Level II in all skills. Candidates should refer to the UN Language Framework for detailed language requirements.
