The United Nations Mine Action Service (UNMAS) was established in 1997 with the mission to eliminate the threat posed by mines, explosive remnants of war, and improvised explosive devices. UNMAS coordinates United Nations mine action efforts, leads operational responses at the country level, and supports the development of standards, policies, and norms. Job Overview:
The Programme Management Officer (Deputy Chief of Mine Action Programme) plays a critical role in supporting the Chief of Mine Action Programme in the development, implementation, and evaluation of the Mine Action Programme’s strategy, resource mobilization plan, work plan, and budget. This position requires a proactive approach to monitoring and analyzing programme and project implementation to ensure alignment with strategic objectives. The officer will be responsible for reviewing relevant documents and reports, identifying issues that require attention, and initiating corrective measures. Effective coordination with stakeholders is essential to ensure follow-up on agreed actions. The role also involves researching, analyzing, and presenting information from diverse sources, coordinating policy development, and generating survey initiatives. The officer will design data collection tools, review and interpret data on the evolution of the Mine Action programme, and monitor performance against agreed indicators. Additionally, the officer will organize and prepare written outputs, provide substantive backstopping to meetings and conferences, and support outreach activities with national and local authorities. The position requires leading and participating in complex field missions and coordinating budget-related activities, ensuring a positive programme culture in all interactions.

Duties and Responsibilities:
The duties and responsibilities of the Programme Management Officer include:
  • Supporting the CMAP in developing, implementing, and evaluating the Mine Action Programme’s strategy, resource mobilization plan, work plan, and budget.
  • Monitoring and analyzing programme and project implementation to ensure alignment with strategic objectives.
  • Liaising with stakeholders to ensure effective coordination and follow-up on agreed actions.
  • Researching, analyzing, and presenting information from diverse sources.
  • Coordinating policy development, including reviewing and analyzing issues and trends, and preparing evaluations or other research activities.
  • Generating survey initiatives and designing data collection tools.
  • Reviewing, analyzing, and interpreting data on the Mine Action programme's performance.
  • Organizing and preparing written outputs, including strategy documents, reports, and publications.
  • Providing substantive backstopping to consultative meetings and conferences. 1
  • Supporting outreach activities and engagement with authorities involved in Mine Action. 1
  • Organizing and conducting training workshops and seminars. 1
  • Leading and participating in field missions, providing guidance to external consultants and drafting mission summaries. 1
  • Coordinating activities related to budget funding and preparing related documents and reports. 1
  • Modeling and reinforcing a positive programme culture in interactions with colleagues and stakeholders. 1
  • Deputizing for the CMAP and performing the officer-in-charge function when necessary. 1
  • Performing other duties as required.

Required Qualifications:
The position requires an advanced university degree (Master's degree or equivalent) in business administration, management, international relations, public administration, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates must demonstrate a strong understanding of Mine Action issues, UN mine action programme policies, and coordination mechanisms. They should possess the ability to identify and analyze issues, conduct independent research, and manage conflicting priorities effectively. Professionalism, accountability, and a commitment to gender perspectives are essential.

Educational Background:
Candidates must hold an advanced university degree (Master's degree or equivalent) in a relevant field such as business administration, management, international relations, or public administration. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of the Mine Action Programme and effectively managing its operations.

Experience:
A minimum of seven years of experience in project or programme management, administration, or a related area is required. Candidates must have at least four years of experience in programme management within the mine action sector, security sector reform, stabilization, or humanitarian contexts, with at least two years at a team leader level. Additionally, candidates should have a minimum of two years of experience engaging with senior government officials in complex humanitarian or conflict settings, as well as two years of experience working in a humanitarian or UN mine action field programme or equivalent setting within an international organization. Experience in resource mobilization and fundraising is desirable, along with familiarity with technical mine action operations.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required at UN Level III for reading, writing, listening, and speaking. Proficiency in Arabic is desirable at UN Level I for reading, writing, listening, and speaking. Additional Notes:
The appointment for this position is limited to the Department of Peace Operations and is funded through Extra-budgetary funds. The initial appointment is for one year, with the possibility of renewal contingent upon the continued existence of the mandate and availability of funding.
