Job Overview:
The Administrative Officer position is crucial for the effective functioning of the Human Rights Monitoring Mission in Ukraine (HRMMU). The role involves overseeing various administrative functions, including human resource management, budget and finance, and general administration. The Administrative Officer will coordinate human resource activities such as recruitment, placement, and performance appraisal, ensuring compliance with UN rules and procedures. Additionally, the officer will lead the preparation and implementation of the work programme, ensuring financial resources are utilized effectively. The position requires strong analytical skills to monitor and review the work programme and budget, as well as the ability to provide guidance on financial administration to colleagues. The Administrative Officer will also oversee procurement processes, manage office technology needs, and act as Officer-in-Charge in the absence of the Unit Head, making this role integral to the mission's success.

Duties and Responsibilities:
The Administrative Officer will be responsible for a wide range of duties, including:
  • Coordinating human resource management activities, ensuring adherence to UN policies and procedures.
  • Leading the preparation and implementation of the work programme and budget, monitoring financial resources and conducting regular reviews.
  • Overseeing procurement processes, including billing and vendor contracts, ensuring compliance with UN regulations.
  • Managing office technology needs and coordinating maintenance and enhancements of equipment and systems.
  • Collecting and analyzing data to identify trends and provide insights for decision-making.
  • Acting as Officer-in-Charge for the Programme and Operations Unit when the Unit Head is absent.
  • Providing guidance and leadership to junior staff and performing other related duties as required.

Required Qualifications:
Candidates must possess a strong understanding of administrative, budgetary, financial, and human resources policies and procedures. They should demonstrate the ability to apply UN administrative rules and regulations effectively. The ideal candidate will have excellent analytical and evaluative skills, enabling them to conduct independent research and analysis. They should also exhibit professionalism, efficiency, and a commitment to gender perspectives in their work. Teamwork and collaboration are essential, as the Administrative Officer will work closely with colleagues to achieve organizational goals. Strong planning and organizational skills are also required to manage priorities and allocate resources effectively.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Specific qualifications such as certification in Enterprise Resource Planning (ERP) systems like Umoja and public procurement certifications such as CIPS are also required, with additional certifications in programme management being desirable.

Experience:
A minimum of five years of progressively responsible experience in administration, finance, accounting, or human resources management is required. Experience in workforce planning and recruitment campaigns is desirable, as is familiarity with ERP systems like Umoja. Candidates should also have experience in people management, demonstrating their ability to lead and guide teams effectively.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, with a minimum UN Level III for reading, writing, listening, and speaking. Proficiency in Russian is also required at the same level. Knowledge of Ukrainian is desirable, with a minimum UN Level II proficiency expected.

This position is limited to the Office of the High Commissioner for Human Rights and is a fixed-term appointment contingent upon the continued existence of the mandate and availability of funding.
