Job Overview:
The Project Analyst (Development Effectiveness) position is integral to the Development Effectiveness Team within the Private Sector Transaction Support Division (PSTS) of the Private Sector Operations Department (PSOD) at ADB. The role involves providing analytical and administrative support to ensure that ADB's private sector operations achieve satisfactory development outcomes. The Project Analyst will contribute to the assessment, monitoring, and communication of development effectiveness, supporting the preparation of essential documents such as design and monitoring frameworks, impact statements, economic analyses, and evaluations. The position requires a proactive approach to coordination and administration, ensuring that development effectiveness methodologies and tools are applied consistently across PSOD operations. The Project Analyst will also engage in data collection, validation, and analysis to support reporting obligations and contribute to knowledge dissemination related to development effectiveness.

Duties and Responsibilities:
The duties and responsibilities of the Project Analyst include:

• Development Effectiveness Assessment and Project Support: - Assist PSOD project teams in formulating project rationales, impact statements, additionality assessments, theories of change, and results frameworks. - Define indicators and targets for measuring development results and prepare or review Design and Monitoring Frameworks (DMFs). - Assess development effectiveness during project processing, ensuring consistency in development impact narratives and monitoring arrangements. - Contribute to the application of development effectiveness methodologies and tools across PSOD operations. - Prepare and update monitoring tools and guidance materials.
• Development Effectiveness Monitoring, Analytics, and Reporting: - Collect, validate, aggregate, and analyze development effectiveness data from ongoing projects. - Maintain records for compliance with reporting obligations and review reported data for accuracy. - Prepare reports, presentations, and analytical papers on development effectiveness, including portfolio-level analysis. - Support corporate results reporting and data management initiatives.
• Economic Evaluation & Research: - Conduct economic analyses for PSOD projects in line with ADB's guidelines. - Contribute to evaluations and analytical assessments through research and data analysis. - Conduct sector, country, market, and thematic research relevant to development effectiveness.
• Knowledge and Learning: - Support the preparation and dissemination of knowledge products and lessons learned related to development effectiveness. - Participate in networks to stay informed about developments in private sector development effectiveness and impact measurement.

Required Qualifications:
Candidates must possess a Bachelor's degree in economics, finance, business administration, public policy, development studies, statistics, or related fields. They should have at least 5 years of relevant professional experience in development effectiveness, impact assessment, results management, monitoring and evaluation, and cost-benefit analysis. A strong understanding of development effectiveness concepts, project cycles, and MDB result management systems is essential. Candidates should demonstrate strong analytical and quantitative skills, with the ability to analyze development issues and project performance. Familiarity with ADB systems and platforms is advantageous, as is the ability to work independently and collaboratively in a diverse team environment. Excellent report-writing and presentation skills, along with proficiency in English, are mandatory.

Educational Background:
The educational background required for this position includes a Bachelor's degree in relevant fields such as economics, finance, business administration, public policy, development studies, or statistics. A strong academic foundation in these areas is crucial for understanding the complexities of development effectiveness and the analytical tasks associated with the role.

Experience:

Additional Notes:
This position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years, subject to the availability of funding. The role is open to both internal and external applicants, and ADB encourages applications from qualified candidates regardless of their background. The appointment is not convertible to a regular position, and there is no limit to the number of renewals up to the Normal Retirement Date (NRD).
