Job Overview:
The position of Referral for Migrants and Mobile Populations Consultant is integral to IOM's health program in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The consultant will focus on strengthening migration health referral systems in ZamBaSulTa by refining and institutionalizing referral pathways, developing standardized referral tools and SOPs, and building the capacity of stakeholders through training and mentoring. The consultant will work under the guidance of the Head of Sub-Office in Cotabato City and the National Migration Health Programme Coordinator, collaborating with technical leads to produce analytical papers, finalize the Referral Pathway Toolkit and SOP Manual, and facilitate the development of a Referral Pathway Institutionalization and Sustainability Plan. This role aims to enhance local capacity in health governance and leadership, financing, and data management to improve access to healthcare for returning migrants and mobile populations, thereby addressing health-related risks during displacements and migration cycles.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables, including:
  • Migration Health Referral Pathway Refinement, Validation, and Operationalization Package: Reviewing existing health referral systems, protocols, and service mapping outputs to identify gaps and opportunities for improvement. The consultant will refine and validate the Migration Health Referral Pathway Package for ZamBaSulTa, ensuring it is practical, context-specific, and responsive to the needs of returning migrants and mobile populations. This includes creating referral pathway flowcharts, standardized referral forms, and a draft Standard Operating Procedures (SOP) Manual.
  • Referral Pathway Training Package and Capacity Building: Developing and delivering a comprehensive capacity-building program to support the implementation and sustainability of referral mechanisms. This includes co-developing training materials, conducting workshops, and preparing a Training Completion Report summarizing the training outcomes.
  • Finalization, Institutionalization, and Handover Package: Finalizing all technical outputs and supporting their institutionalization for sustained implementation by relevant stakeholders. This includes integrating revisions from consultations, finalizing the Referral Pathway Toolkit and SOP Manual, and developing a Referral Pathway Institutionalization and Sustainability Plan. The consultant will ensure that all activities are completed by specified deadlines and that deliverables are submitted in a timely manner.

Required Qualifications:
The ideal candidate must possess a Master’s or higher degree in Public Health, Health Systems Management, Global Health, Sociology, Communications, Emergency/Disaster Management, or a related field from an accredited institution. Additionally, the candidate should have at least ten years of relevant professional experience, with advanced knowledge and proven experience in public health, global health security" style="border-bottom: 1px dotted #007bff !important;">security, and migration health. The candidate should demonstrate experience in referral systems, health systems strengthening, case management, community health, and health emergency preparedness. Familiarity with the development and institutionalization of referral pathways, SOPs, and service delivery protocols is essential. Experience in conducting training and facilitating stakeholder consultations is considered an asset. The candidate should also have a strong understanding of the health context in the Philippines and the Bangsamoro region, as well as excellent analytical, communication, and training skills.

Educational Background:
Candidates must have a Master’s or higher degree in relevant fields such as Public Health, Health Systems Management, Global Health, Sociology, Communications, Emergency/Disaster Management, or any related discipline from an accredited academic institution. This educational background is crucial for understanding the complexities of health systems and migration health, which are central to the role.

Experience:
The position requires a minimum of ten years of relevant professional experience in public health, global health security, and migration health. Candidates should have demonstrated experience in referral systems, health systems strengthening, and community health. Experience in developing technical guidance documents, toolkits, and operational plans is also necessary. Familiarity with the health context in the Philippines or similar environments is highly desirable, as is experience working with international organizations or government agencies.

Languages:
Proficiency in English and Tagalog is required for this consultancy. The selection process will specifically evaluate candidates' language skills, which may include written and/or oral assessments to ensure effective communication in both languages.

Additional Notes:
The consultancy will cover occupational accidents and illnesses under the Compensation Plan (CP) at no charge. However, IOM does not provide evacuation or medical insurance for non-occupational accidents or illnesses, and consultants must secure their own medical insurance. The appointment is subject to certification of medical fitness, residency or visa requirements, and security clearances.
