Job Overview: The Birthing Facility Operationalization and Sustainability Consultant will play a crucial role in enhancing the local capacity of the Ministry of Health (MOH) and its provinces and municipalities in BARMM. This position is integral to the IOM's project 'Building Resilience through Inclusive Governance and Healthcare Transformation in BARMM (BRIGHT-BARMM)', which aims to implement key reforms in health systems. The consultant will provide strategic advice and technical assistance to ensure that investments in birthing facilities are effectively managed and sustained beyond the project period. The consultant will work closely with various stakeholders, including the MOH, Local Government Units (LGUs), and Integrated Provincial Health Officers (IPHOs), to document lessons learned and facilitate the operationalization of health facilities. The consultant will be responsible for delivering a series of outputs that include compliance roadmaps, strategic governance recommendations, and operational maintenance plans, all aimed at ensuring the long-term functionality and service delivery of maternal and newborn care services across selected municipalities in BARMM.
Duties and Responsibilities: The consultant will undertake a series of activities across 11 selected facilities in Lanao del Sur, Maguindanao del Sur, and Maguindanao del Norte. The duties include:
Regulatory Compliance, Standards Integration, and Accreditation Readiness Advisory: Reviewing progress on regulatory requirements, developing compliance roadmaps, advising on equipment alignment, and monitoring compliance risks.
Strategic Governance, Commitment, and Financing: Identifying long-term financing needs, facilitating stakeholder engagement, and developing delivery agreements to support facility operationalization.
Operations and Maintenance Strengthening and Transition Planning: Reviewing existing O&M systems, identifying strategic gaps, providing guidance on preventive maintenance, and developing municipality-specific O&M plans. The consultant will also document activities, lessons learned, and recommendations to inform future initiatives.
Required Qualifications: Candidates must possess an advanced degree in Public Health, Health Administration, Health Policy, Health Facility Development, or a related field. A minimum of 5 years of relevant experience in health systems strengthening, health facility management, local governance, or public health programming is required. Demonstrated experience in developing sustainability plans and institutional strengthening initiatives is essential. Familiarity with the socio-political landscape of BARMM and experience working with the MOH-BARMM, DOH, LGUs, and development partners is highly desirable. Strong analytical, communication, writing, facilitation, and training skills are considered a major competitive advantage.
Educational Background: An advanced degree in a relevant field such as Public Health, Health Administration, Health Policy, or Health Facility Development is required for this position. This educational background is crucial for understanding the complexities of health systems and the operationalization of health facilities.
Experience: The position requires at least 5 years of experience in health systems strengthening, health facility management, local governance, or public health programming. Candidates should have a proven track record of developing sustainability plans and institutional strengthening initiatives, as well as experience working with governmental health organizations and development partners.
Languages: Fluency in English is mandatory, and proficiency in local languages spoken in BARMM is considered an asset. Knowledge of additional languages may enhance a candidate's competitiveness for the position.
Additional Notes: This consultancy is expected to be conducted on a contractual basis, with deliverables structured around three key milestones, each associated with a percentage of the overall contract value.
