Job Overview:
The Programme Policy Officer (Monitoring and Evaluation) will play a crucial role in the Research, Assessment and Monitoring (RAM) Unit at WFP. This position involves co-managing the monitoring and evaluation (M&E) workstream, conducting analytical work, and supporting various programmatic and policy advocacy initiatives. The officer will be responsible for developing robust monitoring, review, and evaluation plans that align with WFP's corporate standards, ensuring that quality evidence is generated regarding the lives of beneficiaries. This evidence will inform policy, strategy, design" style="border-bottom: 1px dotted #007bff !important;">program design, and implementation. The officer will coordinate monitoring activities, manage evaluations, and position WFP as a reliable partner to governments in developing effective monitoring, evaluation, and learning strategies. Additionally, the officer will support functional units in tracking progress against performance indicators and generating alerts on areas for improvement, thereby facilitating informed management decision-making. Ensuring data quality and timeliness through effective follow-up with field operations and other functional units is also a key responsibility of this role.

Duties and Responsibilities:
The Programme Policy Officer (Monitoring and Evaluation) will be responsible for a variety of tasks, including but not limited to: supporting the Head of RAM in the development and implementation of M&E workstreams across various programs and projects; coordinating with the Programme Unit to ensure effective M&E systems are in place; facilitating the development of monitoring tools and systems for assessing food assistance needs; coordinating data gathering and implementation of monitoring systems while maintaining rigorous quality standards; leading data analysis from assessments and surveys using analytical software; ensuring data readiness for M&E bulletins and donor reports; supporting capacity-building initiatives for WFP staff and government partners; supervising M&E staff and guiding their professional development; representing WFP in coordination meetings with partners; and acting in an emergency response capacity as required. The officer will also undertake other RAM-related tasks as necessary, ensuring that all activities align with WFP's mission and objectives.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as economics, food security, statistics, data science, public health/nutrition, geography, or a related area. Alternatively, a first-level university degree (Bachelor’s degree) in a relevant field, combined with additional years of work experience and/or specialized training, may be considered in lieu of an advanced degree. The position requires a minimum of one year of professional experience with a master’s degree or three years of relevant experience with a bachelor’s degree in planning, programming, implementation, vulnerability analysis and mapping (VAM), and monitoring and evaluation of technical cooperation programs related to food and nutrition security.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as economics, food security, statistics, data science, public health/nutrition, geography, or similar disciplines. A first-level university degree (Bachelor’s degree) may be acceptable if accompanied by additional relevant work experience and specialized training. This educational foundation is essential for understanding the complexities of food security and nutrition issues, as well as for effectively engaging in monitoring and evaluation activities.

Experience:
The position requires candidates to have a minimum of one year of professional experience in a relevant field with a master’s degree, or three years of relevant professional experience with a bachelor’s degree. This experience should encompass planning, programming, implementation, vulnerability analysis and mapping (VAM), and monitoring and evaluation of technical cooperation programs related to food and nutrition security. Familiarity with emergency operations and a solid understanding of food security and nutrition issues at the country, regional, and global levels are highly preferred.

Languages:
Fluency in English (level C) is mandatory, along with proficiency in the local language of the duty station, if applicable. Knowledge of local dialects such as Maguindanao and Hiligaynon is considered an advantage, as it enhances communication with local communities and stakeholders.

Additional Notes:
This position is a fixed-term contract for twelve (12) months, with the possibility of extension. It is open exclusively to Filipino nationals. The role is full-time, and the compensation package will be in accordance with WFP’s salary scale, which will be communicated during the offer stage.
