Job Overview: The Engineer position at WFP is crucial for supporting the operational and programmatic priorities of the Philippines Country Office (PHCO). The role involves providing technical support for a range of engineering interventions, including the refurbishment of WFP office facilities, establishment of Multi-Agency Humanitarian Response Depots, and the development of Central School Kitchens. The Engineer will be responsible for engineering design, project planning, contract administration, and ensuring quality assurance throughout the construction and rehabilitation activities. This position requires a strong field presence, with regular site visits to oversee construction and ensure compliance with WFP specifications and international standards. The Engineer will play a key role in ensuring the timely delivery of engineering works while providing ongoing technical support across various initiatives undertaken by the Country Office.
Duties and Responsibilities: The Engineer will be responsible for a variety of tasks, including conducting detailed site assessments, preparing comprehensive reports, developing project plans and implementation schedules, and overseeing the on-site implementation of projects. Key responsibilities include providing technical guidance to contractors, supervising construction activities, reviewing contractor designs and documentation, and ensuring compliance with safety and quality standards. The Engineer will maintain detailed records of site activities, participate in progress meetings, liaise with stakeholders, and support the commissioning and handover process of projects. Additionally, the Engineer will promote a culture of safety and risk management across all project sites, ensuring that health and safety standards are adhered to and that any incidents are properly documented and reported.
Required Qualifications: Candidates must possess an advanced university degree in Civil Engineering, Architecture, or a related engineering discipline. Alternatively, a first university degree in these fields combined with additional relevant professional experience is acceptable. Professional accreditation as a Professional Engineer or Chartered Engineer is highly desirable. Postgraduate qualifications or specialization in construction management, structural engineering, or project management would be an asset. Candidates should demonstrate strong technical knowledge of engineering design, construction methodologies, and relevant standards, as well as proficiency in AutoCAD and Microsoft Office applications.
Educational Background: The educational background required for this position includes an advanced university degree in Civil Engineering, Architecture, or a related engineering discipline. For those with a first university degree, additional years of relevant professional experience are necessary. Professional accreditation as a Professional Engineer or Chartered Engineer is highly desirable, and postgraduate qualifications in related fields are considered advantageous.
Experience: Candidates should have a minimum of three years of progressively responsible postgraduate experience in civil engineering, construction supervision, or related fields for those with an advanced university degree. For holders of a first university degree, a minimum of five years of relevant professional experience is required. Experience in construction supervision, contract management, and engineering project management is essential, particularly in humanitarian or emergency-response contexts. Familiarity with working alongside government counterparts, local authorities, and community stakeholders is also important.
Languages: Fluency in both oral and written English and Filipino is mandatory. Proficiency in at least one local language or dialect spoken in Mindanao is required to facilitate effective communication with local communities.
Additional Notes: This position is open to Filipino nationals only and is offered under a Special Service Agreement for a duration of eleven months. The role is full-time and involves significant fieldwork, requiring regular site visits. The compensation package will be in accordance with WFP’s salary scale, including medical coverage for eligible dependents, leave benefits, and other applicable entitlements.
