Job Overview:
The Supply Chain Officer will operate under the overall supervision of the Deputy Regional Director (Management) and direct supervision of the Regional Supply Chain Officer. This role involves close collaboration with the Supply Chain Division at Headquarters (HQ) and is responsible for managing supply chain activities in the region. The officer will ensure the delivery of quality goods and services to beneficiaries at optimal prices and in a timely manner. Key functions include strategic planning for supply chain-related activities, conducting logistics capacity assessments, market research, and monitoring all supply chain management (SCM) tasks. The officer will prepare regular reports, manage procurement processes, and ensure compliance with IOM's procurement rules and regulations. The role also involves training and supporting staff in SCM processes and participating in UN inter-agency meetings related to supply chain management.

Duties and Responsibilities:
The Supply Chain Officer will be responsible for a variety of tasks including: contributing to strategic planning for supply chain activities, conducting logistics capacity assessments, coordinating and monitoring SCM-related tasks, preparing regular progress reports, managing supply chain activities including procurement, warehouse management, transport, and distribution. The officer will identify supply chain bottlenecks and propose optimizations, review procurement requests, maintain a pool of qualified vendors, oversee the bidding process, ensure compliance with procurement rules, and contribute to the establishment of internal control mechanisms. Additionally, the officer will support the maintenance and repair of office facilities, provide training to SCM staff, and engage in UN inter-agency meetings.

Required Qualifications:
Candidates must possess a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Candidates should have extensive knowledge of IOM/UN internal procurement and financial rules, as well as good computer literacy, with knowledge of Oracle being an advantage. Experience in managing diverse procurement and logistics operations and in training and supervising teams is also required.

Educational Background:
The educational background required for this position includes a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields with additional years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received quality education from recognized institutions.

Experience:
Candidates should have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they hold a University degree. Experience should include managing diverse procurement and logistics operations, as well as demonstrated experience in training and supervising teams of co-workers and managing vendors and suppliers. This experience is crucial for effectively handling the responsibilities of the Supply Chain Officer role.

Languages:
Fluency in English is required for this position, both oral and written. Additionally, working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements necessary for effective communication in the role.

The position is internationally recruited, and staff are required to be mobile. The appointment is subject to funding confirmation and may be used to staff similar positions in various duty stations.
