Job Overview:
The consultant will play a crucial role in developing a strategy and action plan to mobilize resources for UNICEF's response and preparedness programs, particularly in humanitarian action. This includes collaborating with regional and country teams to enhance donor engagement and manage public and private partnerships. The consultant will provide technical guidance and analyze fundraising strategies, ensuring effective humanitarian financing and establishing a contribution management system for program implementation. The role requires a proactive approach to coordinate UNICEF's engagement with various stakeholders at multiple levels, ensuring a comprehensive and strategic resource mobilization effort.

Duties and Responsibilities:

• Develop a comprehensive strategy and action plan for resource mobilization in support of UNICEF's humanitarian response and preparedness programs.
• Collaborate with regional and country teams to enhance donor engagement and manage partnerships with public sector donors, UNICEF National Committees, and private sector partners.
• Provide technical guidance and analysis to regional and country teams on effective fundraising strategies and implementation frameworks.
• Advise on policies and strategies to promote effective humanitarian financing and establish a contribution management system.
• Coordinate UNICEF's engagement with public sector donors and partners at field, capital, regional, and global levels.
• Develop donor-facing materials, investment cases, concept notes, and proposals to support fundraising efforts.
• Analyze and report on donor intelligence and partner engagement to inform strategic decisions.
• Work effectively under pressure and manage competing priorities in fast-moving emergency contexts.

Required Qualifications:

• Advanced university degree (Masters) in international relations, political science, public policy, public health, social sciences, communications, development studies, humanitarian affairs, business administration, or a related field.
• A minimum of 5 years of progressively responsible professional experience in resource mobilization, public partnerships, donor relations, humanitarian financing, or emergency response.
• Strong knowledge of humanitarian resource mobilization and demonstrated ability to develop effective fundraising strategies.
• Excellent analytical, writing, and coordination skills, with the ability to work collaboratively with diverse teams.

Educational Background:
Candidates must possess an advanced university degree (Masters) in relevant fields such as international relations, political science, public policy, public health, social sciences, communications, development studies, humanitarian affairs, or business administration. This educational background is essential to understand the complexities of humanitarian work and resource mobilization.

Experience:
The position requires a minimum of 5 years of progressively responsible professional experience in areas related to resource mobilization, public partnerships, donor relations, humanitarian financing, or emergency response. Candidates should have a proven track record of working effectively in high-pressure environments and managing urgent priorities, particularly in humanitarian contexts.

Languages:
Fluency in both French and English is mandatory for this position. Knowledge of additional languages may be considered an asset, particularly in the context of engaging with diverse stakeholders in humanitarian settings.
