Job Overview:
The Senior Programme Manager (Monitoring and Evaluation) is responsible for providing strategic leadership and oversight for monitoring, evaluation, reporting, and learning across Global Fund-supported health programmes. This role is crucial in ensuring credible performance evidence, strong data quality, effective programme accountability, and evidence-based decision-making. The incumbent will lead a team of Monitoring and Evaluation Specialists, set priorities, and ensure that programme evidence is timely and credible. The position requires collaboration with various stakeholders, including the Global Fund, local partners, and technical experts, to enhance programme performance and address emerging risks. The Senior Programme Manager will also oversee the implementation of digital health solutions and promote the use of advanced analytics to inform management decisions.

Duties and Responsibilities:
The Senior Programme Manager will be accountable for the strategic direction and management of the Monitoring and Evaluation (M&E) function across the assigned grant portfolio. Key responsibilities include leading the development of M&E strategies, overseeing the implementation of monitoring and reporting systems, ensuring data quality and performance analysis, and providing technical support to national programmes and partners. The role involves direct supervision of M&E Specialists, establishing fit-to-context M&E arrangements, and ensuring compliance with Global Fund requirements. The incumbent will also coordinate knowledge management and learning initiatives, facilitate cross-grant learning, and represent UNOPS in various technical and strategic meetings. Additionally, the Senior Programme Manager will ensure that M&E arrangements comply with relevant policies and standards, and lead M&E support for audits and evaluations.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in Public Health, Epidemiology, Statistics, Evaluation, Project Management, or a related field. Alternatively, a Bachelor’s degree with a relevant combination of academic qualifications and two additional years of experience may be accepted in lieu of the advanced degree. A minimum of seven years of monitoring and evaluation experience in health programmes is required, along with familiarity with integrated public health databases and technological tools. Previous experience working with donors and multi-donor funds is essential, as is the willingness to undertake field visits in challenging conditions. Proficiency in data analysis software and mobile data collection tools is also desired.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as Public Health, Epidemiology, or Project Management. Candidates with a Bachelor’s degree may be considered if they have additional relevant experience. The emphasis is on having a strong academic foundation that supports the technical requirements of the role, particularly in monitoring and evaluation methodologies.

Experience:
The position requires at least seven years of relevant experience in monitoring and evaluation within health programmes. Candidates should have a proven track record in developing and implementing M&E systems at the programme level. Experience with donor-funded projects and familiarity with the political, economic, and social context of Myanmar is highly desirable. The ability to analyze large datasets and experience with data management tools are also important for this role.

Languages:
Fluency in English and Burmese is required for this position. Candidates must demonstrate strong communication skills in both languages to effectively engage with diverse stakeholders and ensure accurate reporting and documentation.

This position is classified at the senior level (ICS 11) and is a full-time role under an Individual Contractor Agreement (ICA) with UNOPS.
