Job Overview:
The position of Especialista de Gestión Territorial is crucial for the successful implementation of the Horizontes Amazonía program, which aims to provide comprehensive educational proposals for adolescents in the Amazon regions of Peru. The specialist will manage the territorial implementation of the program in the Condorcanqui province, ensuring inter-institutional coordination and providing support to targeted educational institutions. This role involves planning, executing, monitoring, and reporting on the program's activities, while also engaging with local communities and authorities to foster a sustainable educational environment. The specialist will work closely with educational institutions, local governments, and community leaders to promote socio-emotional, intercultural, environmental, and sustainable technical skills among adolescents, ensuring they complete their basic education and develop the necessary tools for active citizenship.

Duties and Responsibilities:
The duties of the Especialista de Gestión Territorial include:

• Planning and managing the annual territorial management plan, ensuring it is updated and reflects the program's progress, including timelines, milestones, responsibilities, goals, risks, and monitoring matrices.
• Leading the implementation of the annual operational plan for the program in Condorcanqui, ensuring integration of program components into activity planning and execution.
• Reporting periodically on results and product indicators to the program's MEL responsible, as well as providing statistical data on participating students and teachers.
• Coordinating the necessary operational and logistical management for the implementation of scheduled activities, ensuring timely execution.
• Identifying and addressing challenges, gaps, or risks that may affect territorial implementation.
• Providing technical assistance to two UGELs and supporting four targeted secondary educational institutions, ensuring the implementation of the pedagogical proposal and engaging with local community leaders.
• Promoting community participation and consultation, ensuring cultural relevance and legitimacy in program implementation.
• Managing alliances to enhance educational and employment opportunities for adolescents, and coordinating with local institutions and services.
• Participating in institutional activities and representing the program in relevant meetings and discussions.

Required Qualifications:
Candidates must possess a university degree in education, social sciences (sociology, anthropology, social work), or humanities (psychology). A postgraduate degree or specialization in education, social inclusion, human rights, or bilingual intercultural education is desirable. Additionally, candidates should have at least five years of general professional experience in development or educational projects targeting vulnerable populations, with a minimum of four years in educational programs in the Amazon region. Experience working with indigenous communities, particularly with the Awajún or Wampis populations, is an advantage. Candidates must also have at least two years of experience in interculturality or bilingual intercultural education, and experience in team coordination and inter-institutional collaboration is mandatory.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as education, social sciences, or humanities. A postgraduate degree or specialization in areas related to education, social inclusion, human rights, or bilingual intercultural education is highly desirable and will enhance the candidate's profile.

Experience:
The position requires a minimum of five years of general professional experience in development or educational projects, with at least four years specifically in educational programs within the Amazon region. Candidates should also have three or more years of experience working with indigenous communities, with a focus on the Awajún or Wampis populations being particularly beneficial. Additionally, two or more years of experience in interculturality or bilingual intercultural education is required, along with proven experience in coordinating teams and facilitating inter-institutional collaboration.

Languages:
Fluency in Spanish is mandatory, as it is the primary language of communication in the region. Knowledge of indigenous languages or other languages relevant to the local context would be considered an asset, enhancing the candidate's ability to engage with diverse communities and stakeholders.

Additional Notes:
The contract for this consultancy will last for eleven months, subject to budget availability and satisfactory performance evaluation. The position is open to external candidates, and applicants must be entitled to work in Peru. The consultant is expected to reside in Condorcanqui or be willing to relocate. Frequent travel to districts and communities within the Amazonas region is required, with travel costs covered by the program according to UNESCO's internal regulations. The position does not include expectations for contract renewal or conversion to another type of contract, nor does it provide coverage for medical services.
