Job Overview:
The position of Especialista en Evaluación y Análisis de Resultados de Aprendizaje y Habilidades involves a critical role in the Education Sector of UNESCO in Peru. The consultant will be responsible for conducting a comparative study of learning outcomes and socio-emotional skills generated in 2026, as part of the 'Aprender sin Barreras' program, and comparing these results with those from 202

• This role requires the consultant to ensure the quality, traceability, and interpretation of data, generating evidence, analytical products, and recommendations that will enhance decision-making, result tracking, and continuous improvement of educational interventions. The consultant will work closely with the program team and partners to prioritize socio-emotional skills and ensure the effective implementation of the educational observatory.

Duties and Responsibilities:
The consultant will undertake a variety of responsibilities including:

• Reviewing and designing methodologies for the evaluation of learning outcomes and socio-emotional skills.
• Identifying and validating sources and instruments for measuring learning outcomes in 202
• Analyzing results by relevant aggregation levels and disaggregating by sex, nationality, and other relevant variables.
• Coordinating data collection and management with educational institutions and partners.
• Processing and analyzing data from 2026 and comparing it with 2025, ensuring that all findings are presented clearly and accurately.
• Preparing comprehensive reports and visual products that communicate findings effectively to stakeholders.
• Ensuring compliance with UNESCO's ethical standards and data protection regulations throughout the process.

Required Qualifications:
Candidates must possess a bachelor's degree in Education, Psychology, Statistics, Economics, Sociology, Social Sciences, Data Science, or related fields. Additionally, candidates should have completed postgraduate studies or specializations in educational evaluation, learning measurement, psychometrics, applied statistics, quantitative research, socio-emotional skills, or relevant fields. A strong background in educational analysis and evaluation is essential, along with a commitment to the values of UNESCO.

Educational Background:
A bachelor's degree in a relevant field is required, with a preference for candidates who have advanced degrees or specializations in areas directly related to educational evaluation and analysis. This educational background should provide a solid foundation in both theoretical and practical aspects of educational assessment and data analysis.

Experience:
Candidates should have a minimum of five years of general professional experience, with at least four years of specific experience in educational evaluation, data analysis, applied research, or monitoring and evaluation of educational or social programs. Experience in analyzing learning assessments, particularly standardized or large-scale evaluations, is highly desirable. Candidates should also have experience in designing and adapting instruments for measuring socio-emotional skills and well-being in educational contexts.

Languages:
Fluency in Spanish is mandatory, as it is the primary language of communication for this position. Knowledge of additional languages may be considered an asset, particularly if they are relevant to the educational context in Peru.

The contract will last for three months, subject to budget availability and satisfactory performance evaluation.
