Job Overview:
The Manager Finance position is crucial for the STRIDES project in Cameroon, which focuses on strengthening systems for detecting infectious diseases. This role involves providing leadership, managerial direction, and practical support for financial management, administration, and contracts. The Manager Finance will supervise the financial team and ensure high performance while collaborating closely with the project team and FHI 360's financial management team in Cameroon. The position requires a proactive approach to capacity building within the team and adherence to donor policies and organizational procedures.

Duties and Responsibilities:
The Manager Finance will be responsible for ensuring that all administrative systems and processes are reliable, well-suited, and compliant with donor policies and organizational procedures. Key responsibilities include leading the development of high-quality budgets for work plans and financial reports, ensuring all project expenditures comply with FHI 360 policies and donor regulations, and preparing financial reports for headquarters and donors. The role also involves monitoring budgets, preparing cash flow projections, assisting with audits, ensuring compliance with contractual policies, and managing contracts effectively. Additionally, the Manager Finance will oversee payroll preparation, tax declarations, and ensure operational efficiency in logistics and administrative coordination.

Required Qualifications:
Candidates must possess excellent knowledge of accounting, internal controls, and financial information systems. A strong understanding of OHADA accounting standards and Cameroonian tax and social regulations is essential. Proven experience in financial management, budgeting, and financial reporting is required, along with excellent leadership, supervisory, and team management skills. Strong communication skills, both written and oral, are necessary, as well as the ability to provide strategic guidance and collaborate effectively with stakeholders. Organizational skills and the ability to manage multiple priorities while meeting deadlines are also critical.

Educational Background:
A minimum of a BAC+3 degree in finance and accounting or an equivalent qualification is required for this position. This educational background ensures that candidates have the foundational knowledge necessary for effective financial management and oversight.

Experience:
Candidates should have at least 5 to 8 years of professional experience, with a minimum of 5 years in accounting and finance. Previous experience managing a analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis department is required, along with knowledge of grant management processes and donor regulations. Experience working with international NGOs is essential, and familiarity with projects funded by the U.S. Department of State is preferred. The ability to work both independently and as part of a team is crucial.

Languages:
Fluency in both English and French, both written and spoken, is mandatory for this position. This bilingual requirement is essential for effective communication within the organization and with stakeholders.

Additional Notes:
This is a managerial level position that operates under the general supervision of the Finance and Administration Director. The role requires a high degree of autonomy and involves mentoring and developing team members to ensure quality results. The expected hiring salary range for this role is XAF 15,000,000 - 20,000,000 for annual gross salary for national local hire. The position may involve less than 10% travel.
