Job Overview: The Programme Management Officer position at UNECA/SRO-CA is crucial for leading the implementation, monitoring, and evaluation of various programs and projects aimed at fostering economic diversification and structural transformation in Central Africa. The officer will be responsible for developing and evaluating assigned programs, analyzing their development and implementation, and ensuring that lessons learned are captured and disseminated effectively. This role requires a proactive approach to liaising with relevant stakeholders, conducting research, and presenting findings to support decision-making processes. The officer will also coordinate policy development, manage outreach activities, and contribute to knowledge management efforts within the office, ensuring that all activities align with UNECA's strategic objectives.
Duties and Responsibilities: The Programme Management Officer will undertake a variety of responsibilities, including: developing, implementing, and evaluating assigned programs/projects; monitoring and analyzing program/project development; reviewing relevant documents and reports; identifying issues and developing learning mechanisms; performing consulting assignments; researching and presenting information from diverse sources; coordinating policy development; generating survey initiatives; organizing program/project implementation reports; initiating outreach activities; leading field missions; coordinating budget funding activities; collecting and analyzing data to identify trends; and performing other duties as required. This comprehensive set of responsibilities emphasizes the need for strong analytical, organizational, and communication skills, as well as the ability to work collaboratively with various stakeholders.
Required Qualifications: Candidates must possess a strong background in project or program management, administration, or knowledge management. A minimum of seven years of progressively responsible experience in these areas is required, along with experience in data analytics or related fields being desirable. The ability to coordinate with multiple stakeholders, facilitate workshops, and support organizational learning initiatives is also essential. Candidates should demonstrate professionalism, effective communication skills, and the ability to manage conflicting priorities while maintaining a focus on achieving results.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, knowledge management, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage, highlighting the importance of a solid educational foundation in relevant fields.
Experience: The position requires a minimum of seven years of progressively responsible experience in project or program management, administration, or knowledge management. Additionally, two or more years of experience in data analytics or a related area is desirable. Candidates should have a proven track record in developing, implementing, monitoring, and evaluating programs or projects, as well as preparing progress reports and identifying implementation challenges. Experience in coordinating with multiple stakeholders and facilitating training activities is also beneficial.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in either English or French is required, while knowledge of the other language is desirable.
