Job Overview:
The Senior Transport Specialist position is situated within the Europe and Central Asia (ECA) region of the World Bank Group, specifically in the Transport unit (IECT1) of the INFRA Practice Group. The role involves reporting to the Practice Manager and is based in Washington DC. The ECA region is characterized by its diversity, comprising 30 countries with a population of nearly 500 million. The specialist will primarily focus on road sector initiatives, engaging in policy dialogue, business development, and the implementation of operations in the road sector. The position aims to enhance regional connectivity, improve urban mobility, and support sustainable transport solutions that benefit the population. The specialist will also be responsible for leading technical dialogues with authorities in ECA countries, identifying new project opportunities, and mainstreaming private sector involvement in transport initiatives.

Duties and Responsibilities:
The Senior Transport Specialist will have a comprehensive set of responsibilities, including: (i) implementing the road sector program in the ECA region, focusing on sector reform and investment projects; (ii) leading technical dialogues with government authorities on road sector issues; (iii) identifying and preparing new projects aligned with regional strategies; (iv) driving policy and institutional reforms, particularly in integrating private sector participation; (v) developing analytical and advisory work in collaboration with other Global Practices; (vi) maximizing private sector financing through partnerships with IFC/MIGA/WB; (vii) overseeing project preparation, supervision, and analytical studies consistent with World Bank strategies; (viii) advising government counterparts on technical matters related to transport projects; (ix) contributing to the World Bank's knowledge community in transport; (x) staying updated on global transport developments and disseminating knowledge to clients; and (xi) ensuring high-quality project delivery through effective documentation and technical advice.

Required Qualifications:
Candidates must possess at least 8 years of professional experience in the transport sector, demonstrating a strong background in policy dialogue, project management, and institutional reform. A master's degree in a relevant discipline such as transport engineering or related fields is required, along with in-depth experience in analytical and operational work related to the road sector. The ideal candidate should have a proven track record in developing policy recommendations, managing large projects, and understanding the fiduciary and environmental policies of International Financial Institutions. Strong communication skills, the ability to work independently, and a high degree of dynamism are essential for success in this role.

Educational Background:
A master's degree in transport engineering or a related field is mandatory for this position. Candidates should have a strong academic background that supports their expertise in transport policy, strategy, and institutional frameworks. Additional certifications or training in project management, public-private partnerships, or related areas would be advantageous.

Experience:
The position requires a minimum of 8 years of relevant professional experience in the transport sector. Candidates should have substantial experience in project management, policy dialogue, and institutional reform within the road sector. Experience working directly with road agencies at national or provincial levels is highly valued, as is familiarity with the operational practices of International Financial Institutions.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within the World Bank Group. Familiarity with Russian is desirable, particularly for candidates who have experience working in the ECA region. Strong written and verbal communication skills are essential for effectively conveying technical information to various stakeholders.
