Job Overview: The Human Resources Associate plays a crucial role in supporting the UNHCR’s People Strategy and implementing the recommendations from the 2018 independent Human Resources review. This position is essential for transforming the Division of Human Resources (DHR) from a transactional model into a strategic partner for field operations and senior management. The Human Resources Associate is responsible for ensuring that the right personnel are in place to enable UNHCR to effectively protect and respond to the needs of persons of concern. This includes attracting, retaining, and developing a diverse and talented workforce while fostering a culture of excellence, respect, and well-being. The incumbent will provide operational support in various HR functions, including workforce planning, talent acquisition, and policy implementation, while maintaining confidentiality and employee confidence.
Duties and Responsibilities: The Human Resources Associate will implement HR operational activities to ensure timely provision of HR solutions, prioritizing according to needs and risks. Key responsibilities include administering recruitment, assignments, and separations of local staff in accordance with UN/UNHCR rules and procedures, updating personnel records, assisting with recruitment processes, and contributing to workforce planning activities. The incumbent will also provide a customer service-oriented HR culture, enforce compliance with HR policies, participate in recruitment campaigns, track recruitment activities, advise staff on their rights and benefits, assist in onboarding and offboarding processes, and support organizational culture change initiatives. Additionally, the Human Resources Associate will assist in security" style="border-bottom: 1px dotted #007bff !important;">security and medical evacuations, maintain records for emergency situations, and manage risks within the area of responsibility.
Required Qualifications: Candidates must possess a minimum of three years of relevant experience with a High School Diploma, or two years of relevant work experience with a Bachelor’s degree or equivalent. Essential qualifications include experience working in Human Resources, knowledge of HR policies and systems, and familiarity with HR information technology tools. Desirable qualifications include experience working with the United Nations and in a multicultural setting. Candidates should also demonstrate functional skills such as computer literacy, talent development, local mass recruitment, and employee relationship management.
Educational Background: The educational background required for this position includes a High School Diploma or a Bachelor’s degree in Business Administration, Office Management, Human Resources Management, or a related field. Relevant certifications in these areas are also essential for the role.
Experience: The position requires candidates to have at least three years of relevant experience in Human Resources for those with a High School Diploma, or two years of relevant experience for those with a Bachelor’s degree. Experience in HR information systems and tools, as well as familiarity with UN/UNHCR administrative rules and regulations, is highly desirable. Candidates should also have experience in managing diverse workforces and supporting managers in conflict resolution.
Languages: For this position, knowledge of English is mandatory, along with the UN working language of the duty station if it is not English. For General Service jobs, knowledge of English and/or the UN working language of the duty station is required. Proficiency in French is also necessary, given the operational context of the position in Senegal, and candidates should have at least a B2 level of overall ability in the required languages.
