Job Overview:
The engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer position is crucial for the successful delivery of infrastructure projects, ensuring they are completed within defined parameters of time, cost, quality, scope, risk, and benefits. The role involves close collaboration with the Project Manager and project teams, where the Civil Engineer will assist in project assessments, prepare bills of quantities (BoQs) and bid documents, supervise on-site construction activities, and conduct technical evaluations to ensure compliance with design standards and quality assurance. The incumbent is expected to provide technical expertise and promote best practices in construction management, thereby contributing to the overall success of the projects and the achievement of organizational performance goals. This position is particularly focused on the design and construction of containment works for hazardous waste management in Kyrgyzstan and Tajikistan, as part of a GEF funded project aimed at strengthening national and regional capacities for managing persistent organic pollutants (POPs).

Duties and Responsibilities:
The Civil Engineer will be responsible for a wide range of duties including: supporting the preparation of project implementation plans, BoQs, cost estimates, and schedules; providing technical input during feasibility studies and design development; assisting in the preparation of tender documents and bid evaluations; ensuring compliance with technical specifications and organizational standards throughout project execution; supervising daily construction activities to ensure timely and high-quality delivery; verifying material quantities and monitoring site activities; ensuring health, safety, social, and environmental compliance on all work sites; overseeing contractor performance and resolving technical issues; monitoring progress against key performance indicators and project success criteria; preparing and submitting progress reports and compliance documentation; collaborating with project managers and stakeholders to facilitate project implementation; and supporting knowledge-sharing initiatives and training sessions on civil engineering topics.

Required Qualifications:
Candidates must possess a Bachelor’s degree (or equivalent) in Civil Engineering, Construction Management, Structural Engineering, or related fields with at least 4 years of relevant experience, or a Master’s degree (or equivalent) in the same fields with a minimum of 2 years of relevant experience. A recognized professional certification or membership in a civil engineering association at the national or international level is desirable but not mandatory. Candidates should demonstrate a strong understanding of civil engineering principles and practices, as well as the ability to apply them in a practical context.

Educational Background:
The educational requirements for this position include a Bachelor’s degree in Civil Engineering, Construction Management, Structural Engineering, or related fields. Alternatively, a Master’s degree in any of these areas or related fields is acceptable, provided the candidate has the requisite years of experience. The educational background should equip the candidate with the necessary theoretical knowledge and practical skills to effectively perform the duties of a Civil Engineer in a project environment.

Experience:
Relevant experience is required in civil engineering, structural works, construction technology, construction supervision, and monitoring. Candidates should have a proven track record of working in these areas, ideally within multicultural environments or UN system organizations in developing countries. Experience in development or humanitarian contexts is also desired, as it will enhance the candidate's ability to navigate the complexities of projects in such settings.

Languages:
Fluency in English, Kyrgyz, and Russian is mandatory for this position. Candidates must demonstrate proficiency in these languages to effectively communicate with stakeholders, prepare documentation, and participate in discussions related to project implementation. Additional language skills may be considered an asset but are not required.
