Job Overview:
The Assistant Project Officer will play a crucial role in supporting the OSCE's initiatives related to climate change and security. This position is situated within the Environmental Co-operation Unit of the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA). The incumbent will assist in project planning, implementation, and management, ensuring that project activities align with established procedures and guidelines. The role involves close collaboration with the Senior Climate Change and Security Adviser and requires a proactive approach to monitoring developments in relevant thematic areas. The Assistant Project Officer will be responsible for organizing project activities, preparing reports, and maintaining project records, all while contributing to the overarching goal of promoting security and stability in the OSCE region through environmental cooperation.

Duties and Responsibilities:
The Assistant Project Officer will have a diverse set of responsibilities, including:
  • Assisting with research and monitoring developments in climate change and environmental issues, collecting and summarizing relevant data for review.
  • Organizing and implementing project activities such as workshops, conferences, and training sessions, ensuring all logistical arrangements are in place.
  • Preparing draft inputs for various reports, including progress and financial reports, and ensuring all documentation adheres to standard practices.
  • Monitoring project activities, tracking workplans, budgets, and deliverables, and addressing any discrepancies or delays with the supervisor.
  • Supporting administrative tasks, including preparing terms of reference for consultants and maintaining project databases.
  • Liaising with international, regional, and national institutions to facilitate project activities and information sharing.
  • Carrying out additional tasks as assigned by the supervisor, contributing to the overall success of the project.

Required Qualifications:
Candidates must possess a first-level university degree in Environmental Sciences, Environmental Management, Renewable Energy Innovation, Social Sciences, or a related field. A minimum of two years of professional experience in project planning, implementation, and reporting is required, with a preference for experience in climate change or environmental issues. Candidates should demonstrate established knowledge in these areas and possess strong organizational skills to collect and summarize information effectively. Experience working with or for the OSCE is considered an asset, as is proficiency in digital tools and Microsoft Office applications. Excellent communication skills in English, both oral and written, are mandatory, along with a demonstrated ability to work collaboratively in diverse teams.

Educational Background:
The position requires a first-level university degree, which can be in Environmental Sciences, Environmental Management, Renewable Energy Innovation, Social Sciences, or other relevant fields. This educational background is essential for understanding the complexities of climate change and environmental issues, which are central to the role of the Assistant Project Officer.

Experience:
The ideal candidate should have at least two years of relevant professional experience in project planning and implementation. If the candidate holds a second-level degree, one year of experience is sufficient. Experience in the field of climate change, environmental issues, or related fields is highly desirable, as it will enable the candidate to contribute effectively to the OSCE's initiatives.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills required for effective collaboration and reporting. While not mandatory, proficiency in additional languages relevant to the OSCE region may be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders.

Additional Notes:
This is a short-term contracted position lasting for 5 months and 29 days, with a full-time schedule. The monthly remuneration is approximately EUR 4,800, and OSCE salaries are exempt from taxation in Austria. Social benefits include the option to participate in the Cigna medical insurance scheme.
