Job Overview:
The Security Project Officer position is a seconded role at the P3 level within the UN common system, specifically designed for individuals nominated by participating States. The incumbent will play a crucial role in overseeing the implementation of security projects, particularly the Safe Travel System (STS), which enhances the safety and security of OSCE officials and personnel. This position requires close collaboration with various OSCE executive structures and participating States to ensure effective project management and alignment with established security procedures. The Security Project Officer will be responsible for providing advice on project implementation, conducting assessments, and ensuring that security measures are maintained within the project framework. The role also involves developing training curricula and coordinating workshops to enhance the skills of administrators and end-users across the OSCE.

Duties and Responsibilities:

• Lead the OSCE-wide implementation and administration of the STS project, ensuring alignment with the Organization’s security risk management framework and emergency preparedness objectives.
• Oversee the development of security project proposals, strategic plans, procurement frameworks, and budgetary forecasts; ensure effective financial planning and monitor project expenditures, providing progress reports to donors.
• Coordinate the preparation and periodic update of Standard Operating Procedures (SOPs), security advisories, internal policies, and interoffice communications relating to security projects.
• Exchange information and negotiate on project formulation and implementation with government officials and representatives of donor agencies.
• Provide technical oversight and continuous monitoring of the system’s performance, ensuring operational integrity and continuous improvement.
• Manage high-level project communications and represent the Security Management Unit in briefings and consultations.
• Monitor and expedite project implementation through discussions, field visits, and analysis of project progress reports.
• Design and lead the development and delivery of STS training curricula for administrators and end-users.
• Perform other duties as assigned.

Required Qualifications:
Candidates must possess a first-level university degree in security studies, risk management, social/political science, military science, public administration, law enforcement, or a related field. Equivalent professional qualifications from certified institutions are also acceptable. A minimum of seven years of professional experience in project management, security, or risk management is required, with five years being acceptable if the candidate holds a second-level university degree. Candidates should have experience in developing, implementing, and evaluating multi-stakeholder projects, as well as knowledge of security management systems and procedures. Strong drafting and reporting skills are essential, along with experience in a multicultural environment. Candidates must demonstrate gender awareness and sensitivity, and possess the ability to work collaboratively with diverse teams.

Educational Background:
The position requires a first-level university degree in a relevant field such as security studies, risk management, or public administration. Candidates with equivalent professional qualifications from military or police educational institutions will also be considered. A second-level university degree may reduce the required years of experience.

Experience:
Candidates should have a minimum of seven years of relevant professional experience in project management, security, or risk management. This experience should include supporting the development and implementation of multi-stakeholder projects and programmatic activities. Experience in a multilateral or multicultural environment is highly desirable, as is familiarity with security management systems and conducting security needs assessments.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. A working knowledge of at least one other language from the OSCE region is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders.

Additional Notes:
This position is a fixed-term contract under international secondment, with a maximum service period of 10 years.
