Job Overview:
The Short-term Assistant Project Officer will be part of the Environmental Co-operation Unit within the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA). This position is designed to support the project 'Strengthening Co-operation for Regional Climate Resilience and Security in the OSCE area,' which aims to address security risks associated with climate change. The incumbent will assist with project planning, implementation, and management, ensuring that project activities are delivered in accordance with established procedures. The role requires close collaboration with the Senior Climate Change and Security Adviser and involves a variety of tasks including research, organizing project activities, preparing reports, and liaising with stakeholders. The Assistant Project Officer will play a crucial role in facilitating the effective execution of project objectives and contributing to the overall mission of the OSCE in promoting security and stability in the region.

Duties and Responsibilities:
The Assistant Project Officer will have a diverse set of responsibilities, including:
  • Assisting with research and monitoring developments in relevant thematic and geographical areas, collecting and summarizing data for review.
  • Organizing and implementing project activities such as workshops, conferences, and training sessions, including liaising with participants and preparing necessary documentation.
  • Collecting information and preparing draft inputs for various reports, including progress and financial reports, and ensuring that all documentation adheres to standard practices.
  • Monitoring and administering assigned project activities, tracking workplans, budgets, and deliverables, and addressing any discrepancies or delays.
  • Supporting administrative arrangements for consultants and partners, including preparing terms of reference and logistical support for events.
  • Utilizing the OSCE enterprise resource planning system for requisitions, recruitment, and other administrative tasks.
  • Liaising with governmental and non-governmental institutions to facilitate project activities and information sharing.
  • Carrying out additional tasks as assigned by the supervisor, contributing to the overall success of the project and the OSCE's mission.

Required Qualifications:
Candidates must possess a first-level university degree in Environmental Sciences, Environmental Management, Renewable Energy Innovation, Social Sciences, or a related field. A minimum of two years of professional experience in project planning, implementation, and reporting is required, with a preference for experience in climate change or environmental issues. Candidates should demonstrate established knowledge in climate change, environment, and social sciences, and possess the ability to collect and summarize information from various sources. Experience working with or for the OSCE is considered an asset. Excellent oral and written communication skills in English are mandatory, along with demonstrated gender awareness and sensitivity. Candidates should also exhibit the ability to work collaboratively in diverse teams and possess digital literacy, particularly in Microsoft Office applications.

Educational Background:
The position requires a first-level university degree, which is equivalent to a Bachelor's degree, in a relevant field such as Environmental Sciences, Environmental Management, Renewable Energy Innovation, or Social Sciences. This educational background is essential for understanding the complexities of climate change and environmental issues, as well as for effectively contributing to project planning and implementation.

Experience:
The ideal candidate should have at least two years of professional experience in project planning and implementation, preferably in the field of climate change or environmental issues. If the candidate holds a relevant second-level degree, one year of experience is acceptable. This experience should include assisting with project management tasks, preparing reports, and engaging with stakeholders in a professional capacity.

Languages:
Fluency in English is mandatory for this position, with excellent oral and written communication skills required. While English is the primary language of communication, knowledge of additional languages may be considered an asset, particularly those relevant to the OSCE's operational areas.

Additional Notes:
This is a short-term position with a duration of 5 months and 29 days. The role is full-time and classified at the P1 level within the OSCE. The monthly remuneration is approximately EUR 4,800, with the actual salary depending on post adjustment. OSCE salaries are exempt from taxation in Austria, and social benefits include the option to participate in the Cigna medical insurance scheme.
