Job Overview:
The E-T Consultant position within the Social Policy Global Practice (SP GP) at the World Bank is designed for an analyst who will engage in policy development, advisory services, and analytical work related to social protection (SP) in Eastern Europe and Central Asia (ECA) as well as the Middle East and North Africa (MENA) regions. The consultant will be expected to conduct quantitative analyses of household surveys and administrative data, contribute to various reports and indices, and support the development of social and labor policies. The role requires collaboration with government authorities and other development partners, focusing primarily on countries such as Ukraine and Saudi Arabia, while also being open to other nations in the ECA and MENA regions. The position is based in Vienna, Austria, and involves a significant amount of travel to the relevant countries to gather data and engage with local stakeholders.

Duties and Responsibilities:
The selected candidate will have a diverse set of responsibilities, including: conducting quantitative analysis of household survey and administrative data for task teams working in Armenia, Ukraine, and the Western Balkans; providing analytical and written inputs for the Central Asia Human Capital Review; contributing to the Aging Policy Index for ECA countries and providing analytical inputs for the ECA regional aging report; developing critical occupation lists for Ukraine and analyzing the impacts of minimum wage increases; and supporting the preparation and implementation of advisory services and analytics (ASA) activities. The consultant will also review international best practices in social and labor policies, including active labor market programs, wage subsidies, training programs, admission policies, and in-work benefit programs. The allocation of time for various projects includes 6 weeks for Ukraine, 4 weeks for the Western Balkans, 4 weeks for the Central Asia Human Capital Review report, 3 weeks for Armenia, and 1 week for the ECA Aging Policy Index.

Required Qualifications:
Candidates must possess strong analytical skills, particularly in quantitative analysis, and have a solid understanding of social protection systems and labor market policies. Proficiency in statistical software and data analysis tools is essential. Additionally, candidates should demonstrate excellent written and verbal communication skills, with the ability to produce high-quality reports and presentations. Experience working with government authorities and international development organizations is highly desirable, as is familiarity with the socio-economic contexts of the ECA and MENA regions.

Educational Background:
A master's degree in economics, social policy, public policy, or a related field is required for this position. Candidates with a Ph.D. in a relevant discipline will be given preference. A strong academic background with a focus on quantitative methods and social research is essential.

Experience:
Candidates should have at least 3-5 years of relevant professional experience in social policy analysis, labor market research, or related fields. Experience working in international development, particularly in the ECA or MENA regions, is highly advantageous. Familiarity with the World Bank's operations and methodologies will be considered a plus.

Languages:
Fluency in English is mandatory, as it is the primary working language of the World Bank. Proficiency in additional languages relevant to the ECA and MENA regions, such as Russian or Arabic, is considered a strong asset and will enhance the candidate's suitability for the role.

Additional Notes:
The contract for this position is for a duration of 90 days, with the possibility of renewal based on business needs. The role is full-time and may require travel to various countries within the ECA and MENA regions. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
