Job Overview:
The Electrical Engineer position offers a unique opportunity to contribute to critical potable water supply and irrigation infrastructure interventions under the Nexus Response Mechanism (NRM) in Syria. The role involves providing electrical engineering expertise during various phases including design review, procurement, construction supervision, testing, commissioning, and quality assurance. The incumbent will apply fundamental electrical engineering concepts to gather and analyze technical data, supporting project managers and specialists in the design, supervision, and documentation of electrical systems associated with infrastructure projects. This includes power supply, pumping systems, and solar energy systems where applicable. The Electrical Engineer is expected to ensure high-quality design documentation, compliance with technical requirements, and adherence to international standards and Health, Safety, security" style="border-bottom: 1px dotted #007bff !important;">Security, and Environmental (HSSE) guidelines. The position is critical in ensuring that the electrical systems are designed and implemented effectively to support the overall goals of the NRM programme, which aims to strengthen resilience and support sustainable recovery in conflict-affected areas.

Duties and Responsibilities:

• Design and Documentation Support: Contribute to needs assessments for electrical systems associated with potable water supply and irrigation infrastructure, including power supply systems, pumps/motors, control systems, and solar PV systems. Prepare, verify, and review electrical systems documentation, including power supply, transformers, generators, motors, control panels, protection, cabling, earthing, and solar PV systems. Prepare inputs for and review Terms of Reference (ToRs), technical specifications, scopes of work, bills of quantities (BoQs), cost estimations, design calculations, and drawings. Analyze electrical and solar energy designs to ensure compliance with project requirements and international standards.
• Works Execution Coordination Support: Contribute to project planning, scheduling, and integrated design development through collaboration with team members. Perform site inspection visits and prepare detailed site visit reports, identifying progress, issues, and lessons learned. Oversee contract deliverables, ensuring alignment with contract terms and international standards. Coordinate system testing, commissioning, training, and final handover to beneficiaries.
• Monitoring and Progress Controls: Ensure contractors' compliance with Quality Management Plan, Health, Safety, Social, and Environmental (HSSE) plans, and international best practices. Document meetings with stakeholders, preparing meeting minutes for project discussions. Analyze project progress, identifying adherence to schedule, budget, and quality standards.
• Technical Review and Quality Assurance: Prepare inputs for and review comprehensive design documentation, including design briefs, reports, calculations, drawings, specifications, and schedules, applying international standards. Review electrical design accuracy and suitability, identifying potential improvements and recommending practical solutions. Ensure all tasks meet applicable Quality Management Plan (QMP) and Quality Control (QC) standards. Prepare high-quality AutoCAD drawings and maintain accurate site records for project documentation.
• Administrative and Documentation Tasks: Contribute to the archiving and management of design and engineering documentation for electrical and solar energy systems. Maintain organized records, ensuring timely scheduling and tracking of project tasks. Prepare inputs for periodic progress reports, highlighting work achievements, challenges, and recommendations. Final Product: Ensure that PSEAH measures are implemented throughout the project implementation, as per the country PSEAH action plan. Deliver delegated tasks by the supervisor on time and as per the required cost and quality parameters. Ensure that projects design and construction are prepared and performed with high quality, while observing the applicable local, international and UN standards and ensure adherence to relevant Health, Safety, Security and Environmental procedures and Protection against Sexual Exploitation Abuse and Harassment.

Required Qualifications:
Required: A Bachelor’s degree or equivalent in Electrical Engineering or a related discipline from a recognized university with 2 years of relevant experience. Desired: Possession of Project Management Certificates and membership in a recognized professional engineering association is desirable.

Educational Background:

Experience:
The candidate must have a minimum of 2 years of experience in the design or supervision of electrical systems works. This experience should include designing solar photovoltaic (PV) systems and related electrical components. Proficiency in AutoCAD is essential, and experience with scheduling software, particularly Primavera and/or MS Project, is also desired. Work experience with an international organization and/or UN Agencies is advantageous, as is having certifications such as PVsyst, ETAP, or similar software; Certified Solar Professional (CSP); Photovoltaic (PV) Installation Professional Certification; Certified Renewable Energy Professional (REP). Experience in the design, rehabilitation, or supervision of electrical systems associated with potable water supply, pumping stations, boreholes, or similar infrastructure is desirable. Previous experience working within the Syrian context and targeted areas will be an added advantage.

Languages:
The position requires fluency in Arabic and an intermediate level of proficiency in English. Arabic is mandatory as it is essential for communication within the local context, while English is important for documentation and collaboration with international teams.

• The duration of the contract is one year, comprising a total of 180 working days for the entire period.
