Job Overview: The Engineer will be an integral part of the Engineering Team within the Central area (Homs) or North East (Qamishli) area office. This position involves reporting to the head of the area office and the head of the engineering unit in the country office. The Engineer will be responsible for various aspects of project management, including design, tender document preparation, assessment reports, and implementation of engineering projects across Syria. The role is crucial in ensuring that WFP's engineering projects align with the organization's mission to provide effective humanitarian assistance. The Engineer will engage in field visits to assess project proposals, ensuring their feasibility and alignment with WFP's objectives. This position requires a proactive approach to project management, emphasizing timely reporting and coordination with various stakeholders to achieve project goals efficiently.
Duties and Responsibilities: The Engineer will undertake a comprehensive set of responsibilities, including but not limited to: managing engineering projects, planning, reviewing engineering designs, monitoring construction procurement processes, supervising construction activities carried out by cooperating partners and contractors, and providing technical support to other WFP programs and operations in Syria. Specific duties include conducting field visits to analyze project proposals for business case and technical feasibility, preparing accurate and timely reports on project outputs, supervising construction works, coordinating with contractors, preparing and reviewing designs and contract documentation, maintaining detailed records of site correspondence and project progress, liaising with authorities for project authorization, and assisting in contractual matters. The Engineer will also prepare variation orders to address site issues and perform any other duties as assigned by the Head of the Engineering Unit.
Required Qualifications: Candidates must possess an advanced university degree in Engineering, Architecture, or a related engineering discipline. Alternatively, a first university degree in Engineering with additional years of relevant work experience is acceptable. The role requires at least three years of post-graduate professional experience in civil engineering or a related field for those with a master's degree, or five years for those with a bachelor's degree. Experience in the humanitarian community is considered an asset, as is experience managing small to medium-scale engineering construction projects. Strong communication and coordination skills, along with knowledge and experience in engineering design, are essential. Familiarity with working with multiple stakeholders, including government and partners, is also required.
Educational Background: The educational background required for this position includes an advanced university degree in Engineering or Architecture, or a first university degree in Engineering with additional relevant work experience. Languages: Fluency in both oral and written communication in English and Arabic is mandatory for this position. Additionally, good knowledge of AutoCAD 2D and proficiency in the Office package are required. These language skills are essential for effective communication with stakeholders and for the preparation of technical documentation and reports.
Additional Notes: This position is offered under a Special Service Agreement (SSA) at level 9, with a duty station in either Homs or Qamishli, Syria. The contract duration is for 11 months.
