Job Overview: The UN Consultant on Gender Mainstreaming will play a crucial role in conducting an inter-sectional analysis of the OSRSG CAAC’s guiding documents to integrate gender considerations into strategic planning. This position is vital for ensuring that the experiences of all affected children are comprehensively represented in the organization's work. The consultant will work under the supervision of the Programme Officer in the Monitoring, Reporting and Regional Partnerships Unit, focusing on how gender can be systematically integrated into the annual Programme Budget and the Senior Manager’s Compact. The consultant will contribute to the OSRSG CAAC's ongoing efforts to apply a gender-sensitive approach across all its activities, including data collection, analysis, research, and advocacy. This role is expected to enhance the organization's ability to report on its progress in gender equality and women's empowerment through the UN-SWAP framework.
Duties and Responsibilities: The consultant will be responsible for conducting a thorough inter-sectional analysis of the OSRSG CAAC’s guiding documents, specifically focusing on how gender should be integrated into strategic planning. This includes reviewing the annual Programme Budget and the Senior Manager’s Compact of the Special Representative. The consultant will analyze existing frameworks and provide recommendations for measurable indicators that can be used to evaluate gender representation in future strategic documents. The consultant will also engage with various stakeholders to gather insights and ensure that the analysis reflects a comprehensive understanding of gender issues in the context of children and armed conflict. Additionally, the consultant will be expected to produce a detailed report outlining findings and recommendations, which will be presented to the OSRSG CAAC for consideration.
Required Qualifications: Candidates must possess an advanced degree (Master’s or equivalent) in law, political science, international relations, or other relevant disciplines related to human rights and international law. Alternatively, a first-level university degree in similar fields combined with five additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires a minimum of 7 years of progressively responsible experience in human rights monitoring and reporting and/or child protection. Candidates should have in-depth knowledge and experience in gender issues, particularly gender-based violence, preferably in contexts where the Monitoring and Reporting Mechanism (MRM) is implemented. A proven track record of producing studies and recommendations related to children and armed conflict is essential, as well as experience working with the UN or other international organizations.
Educational Background: The educational background required for this position includes an advanced degree (Master’s or equivalent) in relevant fields such as law, political science, international relations, or disciplines related to human rights and international law. In cases where candidates hold a first-level university degree in similar fields, they must also have five additional years of qualifying experience to meet the educational requirements.
Experience: The position requires a minimum of 7 years of progressively responsible experience in areas related to human rights monitoring and reporting, child protection, and gender issues. Candidates should have substantial experience in producing studies and recommendations on issues related to children and armed conflict, particularly in the context of monitoring and reporting grave violations against children. Experience working with the UN or other international organizations is considered an asset, as is experience in conflict situations.
Languages: Fluency in English, both oral and written, is mandatory for this position. Knowledge of French or another UN language is desirable and would be considered an asset.
Additional Notes: This consultancy is expected to be completed within a short duration of 2 days. The position is remote, allowing for flexibility in work location.
