Job Overview:
The HR Officer position is pivotal in leading global HR initiatives that shape recruitment, policy, and people strategies aimed at fostering excellence in diverse international environments. The role involves ensuring the consistent application of UNOPS HR policies, rules, and procedures across assigned countries and geographic areas of operation. The HR Officer will support the effective management, implementation, and oversight of key HR service lines, including recruitment, contract administration, policy interpretation, learning, and personnel realignment. This position requires collaboration with stakeholders in the Regional Office and HQ, aligning HR services with client needs. The HR Officer will also provide solutions to complex HR issues in a collaborative and client-oriented manner, ensuring compliance with UN rules and regulations, UNOPS policies, and internal Standard Operating Procedures (SOPs).

Duties and Responsibilities:
The HR Officer will be responsible for a variety of duties including:
  • Policy Development and Implementation Support: Contributing to HR policy development and corporate initiatives by providing data-driven insights on workforce trends, risks, and opportunities. Leading the implementation of corporate HR strategies and initiatives in consultation with management. Designing and leading HR projects that align with corporate HR strategy. Communicating changes in HR policies and new initiatives to management and personnel.
  • HR Advice: Providing strategic guidance on HR policies in people management, assessing HR needs, and delivering consultative support to management. Designing and delivering HR services and programs that enhance personnel experience.
  • Talent Acquisition and Management: Overseeing the implementation of talent acquisition policies, including recruitment, onboarding, performance management, and contract administration. Collaborating with corporate HR teams to lead personnel realignment exercises.
  • Team Management: If the most senior HR lead, overseeing the Office HR team to ensure effective delivery of HR services.
  • Knowledge Building and Sharing: Supporting training and learning sessions on HR topics and participating in knowledge-sharing initiatives.

Required Qualifications:
Candidates must possess a Bachelor’s degree (or equivalent) in any discipline with at least 2 years of relevant experience, or a Master’s degree (or equivalent) in any discipline with no prior experience required. A globally or nationally recognized professional certificate in Human Resource Management (HRM) is desired. Relevant experience should include work in recruitment, HR contract administration, employee relations, organization design and development, or related areas. Proficiency in collaboration and productivity tools such as MS Office and G-Suite is required. Experience in multicultural environments or UN system organizations in a developing country is preferred.

Educational Background:
The educational requirements for this position include a Bachelor’s degree (or equivalent) in any discipline with 2 years of relevant experience, or a Master’s degree (or equivalent) in any discipline with no prior experience required. A professional certificate in Human Resource Management (HRM) is desired but not mandatory.

Experience:
The HR Officer position requires relevant experience in recruitment, HR contract administration, employee relations, organization design and development, or related areas. Candidates should have experience using collaboration and productivity tools, such as MS Office and G-Suite, and familiarity with web-based management systems. Experience working in multicultural environments or within UN system organizations in a developing country is preferred, as is experience in development or humanitarian contexts.

Languages:
Fluency in English is required, while fluency in Spanish is also required. French is considered a desirable language skill for this position, enhancing the candidate's profile in a multilingual environment.

Additional Notes:
The position is classified as an Associate level role (ICS 08) with an ICA - IICA - Regular contract type. The contract is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
