Job Overview:
The Regional Programme Specialist will play a crucial role in leading and managing the care program under the project "Transforming economies. Towards the Recognition, Reduction and Redistribution of Unpaid Domestic and Care Work in Latin America and the Caribbean." This position requires strategic leadership and comprehensive management of care program activities, ensuring effective coordination among different project components. The incumbent will work closely with the economic empowerment team and country offices in Latin America and the Caribbean, maintaining communication with national and local partners to ensure successful implementation of project activities. The role involves travel within the region and requires a strong commitment to advancing women's economic autonomy and well-being through comprehensive care policies and systems.

Duties and Responsibilities:
  • Lead the implementation of the project at the regional level, ensuring high standards of quality and efficiency in care activities.
  • Develop and implement Annual Work Plans in collaboration with country offices, evaluating progress and providing technical guidance.
  • Establish coordination mechanisms among participating countries and local governments to ensure effective communication and action articulation.
  • Build strategic alliances with institutional partners and broaden collaboration through mapping processes of relevant actors in the care agenda.
  • Facilitate inter-agency relations and actively participate in technical meetings and workshops.
  • Coordinate governance mechanisms of the project and provide technical inputs for documentation and reporting.
  • Implement communication and advocacy strategies to highlight project results and UN Women's work in care.
  • Design and implement monitoring and evaluation strategies, developing tools for tracking results and overseeing reporting.
  • Organize and participate in missions, events, and workshops related to care. 1
  • Provide technical advisory support to country offices and partners in developing care systems and policies. 1
  • Manage partnerships and resource mobilization efforts related to the care project. 1
  • Facilitate knowledge sharing and capacity development initiatives within the framework of the care project.

Required Qualifications:
  • Master’s degree or equivalent in international development, public administration, public policy, economy, international cooperation, or a relevant social science field is required.
  • A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • At least 7 years of progressively responsible experience in designing, implementing, coordinating, and evaluating gender equality strategies and programs is required.
  • Experience in gender equality and women's rights, particularly in care policies and social protection, is essential.
  • Proven experience in leading and coaching staff in international settings is required.
  • Experience working with international organizations and in development cooperation in Latin America and the Caribbean is necessary, with additional experience in other regions being desirable.
  • Experience in mobilizing resources and managing strategic partnerships with various stakeholders is required.
  • Proficiency in using office software and modern web-based ERP systems is necessary.

Educational Background:
The position requires a Master’s degree or equivalent in fields such as international development, public administration, public policy, economy, international cooperation, or other relevant social sciences. A first-level university degree may be accepted if combined with additional qualifying experience, demonstrating the importance of both formal education and practical experience in this role.

Experience:
Candidates must have at least 7 years of progressively responsible experience in the design, implementation, coordination, and evaluation of gender equality strategies and programs. This includes specific experience related to gender equality and women's rights, particularly in the context of care policies and social protection. Experience in leading teams and working in international settings is essential, as is familiarity with the Latin American and Caribbean context. Additional experience in resource mobilization and managing partnerships is also required, highlighting the need for a well-rounded background in both operational and strategic aspects of gender equality initiatives.

Languages:
Fluency in English and Spanish is mandatory for this position, reflecting the linguistic diversity of the region. Fluency in Portuguese is desirable, as it enhances communication with stakeholders in Brazil and other Portuguese-speaking countries. Knowledge of another official UN language, such as French, Arabic, Chinese, or Russian, is also considered an asset, broadening the candidate's ability to engage in international dialogue and collaboration.
