National Consultant to Support the Final Evaluation of the UN Women Project

Job Overview:
The National Consultant will play a crucial role in the final evaluation of the 'Women’s Increased Leadership for Democracy in Georgia' project, which aims to ensure that women and girls participate fully in decision-making processes and benefit from gender-responsive governance. The consultant will work under the supervision of an international evaluator and will be responsible for providing contextual insights, conducting interviews, and supporting data analysis. The evaluation will assess the project's effectiveness, relevance, and sustainability, focusing on the outcomes and outputs achieved since the project's launch in April 202

• The consultant will also help document lessons learned and best practices to inform future programming by UN Women and its partners.

Duties and Responsibilities:
The consultant's responsibilities include providing contextual advice to the international evaluator, collecting and reviewing relevant materials, contributing to the development of evaluation methodology and instruments, arranging and conducting interviews and focus group discussions, analyzing data, and preparing reports. The consultant will also be responsible for translating key documents from Georgian to English and ensuring that the evaluation process is inclusive and participatory. Additionally, the consultant will support the international evaluator in preparing presentations and reports, ensuring that all findings are documented and communicated effectively to stakeholders.

Required Qualifications:
Candidates must possess a Master's degree in Gender Studies, Social Sciences, Public Policy, or a related field. A first-level university degree combined with seven years of relevant experience may be accepted in lieu of an advanced degree. The consultant should have at least five years of experience in gender equality, gender mainstreaming, and women's empowerment issues, as well as experience in conducting evaluations of strategies, policies, and projects. Strong qualitative research skills, including the ability to develop research instruments and analyze data, are essential. Excellent writing and reporting skills are also required, along with knowledge of gender equality issues in Georgia.

Educational Background:
A Master's degree or equivalent in a relevant field is required. Alternatively, a first-level university degree with seven additional years of qualifying experience may be accepted. The educational background should reflect a strong foundation in gender studies or related disciplines, emphasizing the importance of understanding gender dynamics and women's empowerment.

Experience:
The position requires a minimum of five years of relevant experience in gender equality and women's empowerment, with a focus on conducting evaluations and qualitative research. Candidates with a first-level university degree should have at least seven years of similar experience. Experience in working with UN agencies or similar organizations is an asset, as is familiarity with the gender equality situation in Georgia.

Languages:
Proficiency in English and Georgian is mandatory. The ability to communicate effectively in both languages is crucial for conducting interviews, focus groups, and preparing reports. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
This consultancy is home-based, with required travel to Tbilisi and potentially two trips to various regions of Georgia. The total duration of the consultancy is expected to be 40 working days, with specific deliverables due by set deadlines. The consultant will work closely with UN Women and will be expected to adhere to ethical guidelines and standards throughout the evaluation process. The position is part-time, and the consultant will be compensated according to UN Women’s policies.
