Job Overview: The National Consultant - Migration Data Systems Specialist will support the IOM Mission in Georgia by conducting a focused current-state, effectiveness, and trust assessment of the Unified Migration Analytical System (UMAS). This role involves consulting with the Public Service Development Agency (PSDA/SCMI), data-owning institutions, and users of UMAS outputs to identify applicable recommendations and priority use cases from the standardized EMD migration data methodology. The consultant will prepare technical requirements and recommendations as inputs to the implementation and assurance roadmap led by the International Consultant. The position emphasizes the integration of foreign-student analytics and foreign-migrant-worker data, contributing to improved migration governance in Georgia through the establishment of a cohesive and efficient migration data ecosystem. The consultant will work under the supervision of the EMD-Georgia Project Manager and in close coordination with the International Consultant, ensuring that findings reflect the national legal, institutional, and operational context.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks, including reviewing the standardized methodology developed under the EMD-Georgia project, confirming the current purpose and population scope of UMAS, and supporting the preparation of an inception and diagnostic mission. They will conduct a focused UMAS current-state, effectiveness, and trust assessment, covering aspects such as data-source ingestion and transformation, data-quality controls, and institutional validation. The consultant will prepare an EMD-to-UMAS Applicability and Requirements Matrix, assess the interface between UMAS and the planned Population Register, and facilitate source-to-UMAS reconciliation walkthroughs. Additionally, they will undertake utilization and duplication mapping for migration information products, work closely with the International Consultant to develop the implementation roadmap, and contribute to the final consultancy report summarizing activities and findings.
Required Qualifications: Candidates must possess an advanced university degree in Information Systems, Computer Science, Statistics, Mathematics, Economics, Data Science, Public Administration, Migration Studies, or a related field. They should have at least 5 years of professional experience in migration data management, information management systems, or digital governance. Demonstrated experience in developing strategic roadmaps and technical guidance for information systems integration is essential, along with strong knowledge of migration data management principles and international standards. Experience in stakeholder consultations and preparing analytical reports is also required, along with knowledge of interoperability and data-quality management.
Educational Background: An advanced university degree in a relevant field such as Information Systems, Computer Science, Statistics, Mathematics, Economics, Data Science, Public Administration, or Migration Studies is required for this position. This educational background is crucial for understanding the complexities of migration data systems and the methodologies involved in data management and analysis.
Experience: The position requires at least 5 years of professional experience in fields related to migration data management, information management systems, or digital governance. Candidates should have a proven track record in developing strategic roadmaps and technical recommendations for enhancing information systems and data management platforms. Experience in statistical methodologies related to migration statistics is preferred, along with a strong understanding of data governance principles and practices.
Languages: Fluency in Georgian and English is required for this consultancy. The proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure effective communication and understanding of the technical requirements of the role.
