Job Overview:
The position of International Consultant Evaluator is crucial for the final evaluation of the 'Women’s Increased Leadership for Democracy in Georgia' project, which is part of UN Women’s Women’s Leadership and Decision-making (WLD) portfolio. Launched in April 2023, this project aims to ensure that women and girls in Georgia fully participate in decision-making processes and benefit from gender-responsive governance. The evaluator will conduct a summative evaluation to assess the project's outcomes and outputs, focusing on strategic learning and planning. The evaluation will analyze the relevance, effectiveness, efficiency, and sustainability of the project, providing actionable recommendations for future programming. The consultant will work closely with national stakeholders, including civil society partners and government agencies, to ensure that the evaluation findings are relevant and utilized effectively. The evaluation process will involve a mixed-methods approach, including qualitative and quantitative research, to capture the complexities of gender relations and ensure inclusivity in the evaluation process.

Duties and Responsibilities:
The International Consultant Evaluator will be responsible for conducting inception meetings with the WILD Program staff, developing a detailed inception report that outlines evaluation objectives, methodology, and data collection plans. The evaluator will conduct interviews and focus group discussions with key stakeholders, analyze data, and reconstruct the project's theory of change. The consultant will prepare a PowerPoint presentation of preliminary findings, draft the final evaluation report, and ensure that the report meets UN Women’s quality standards. The evaluator will also engage with the Evaluation Reference Group (ERG) to gather feedback and validate findings throughout the evaluation process. The evaluation will be conducted over a period of 40 working days, with a focus on ensuring stakeholder participation and adherence to ethical guidelines throughout the evaluation process.

Required Qualifications:
Candidates must possess an advanced degree (Master's or equivalent) in social sciences, gender studies, political science, social policy, development studies, or a related field. A first-level university degree combined with seven years of relevant experience may be accepted in lieu of an advanced degree. Candidates should have at least five years of practical experience in conducting evaluations of strategies, policies, and projects, particularly in the areas of gender equality and women's empowerment. Knowledge of human rights issues and the human rights-based approach to programming is highly desirable. Excellent analytical, facilitation, and communication skills are essential, along with the ability to negotiate among a diverse range of stakeholders.

Educational Background:
An advanced (Master's) degree in social sciences, gender studies, political science, social policy, development studies, or a related field is required. Alternatively, a first-level university degree with seven additional years of qualifying experience may be accepted. The educational background should reflect a strong foundation in gender analysis and women's empowerment issues, particularly in the context of Georgia and the region.

Experience:
Candidates should have a minimum of five years of experience in conducting evaluations related to gender equality and women's empowerment. Experience in the Georgian context or the surrounding region is preferred. The evaluator should demonstrate a proven track record of working with diverse stakeholders and possess strong analytical and communication skills to effectively convey evaluation findings and recommendations.

Languages:
Fluency in English is required for this position. Proficiency in Georgian or other relevant languages would be considered an asset, as it may facilitate communication with local stakeholders and enhance the evaluation process.

Additional Notes:
This consultancy is home-based, with potential travel to Tbilisi and up to two trips to various regions of Georgia for field visits. The evaluation is expected to be completed within a specified timeline, with deliverables including a detailed inception report, data collection outputs, a PowerPoint presentation of preliminary findings, and a final evaluation report. The consultant will work closely with national consultants and UN Women staff to ensure the evaluation is conducted in accordance with ethical guidelines and quality standards.
