This mission is aligned with sectoral policies on Information and Communication Technologies and education, led by the Ministry of Information and Communication Technologies and the Ministry of National Education. To achieve its goals, CPE/TPA focuses on four strategic lines: i) Access to digital technologies, ii) Pedagogical appropriation, iii) Environmental sustainability, and iv) Monitoring, evaluation, and knowledge management.

Job Overview:
The consultancy aims to hire four consultants who will each produce four technical notes that systematize and analyze the learning and experiences of the core initiatives of Technologies for Learning/Computadores para Educar, in line with their new digital education strategy. The technical notes will cover themes such as technological acquisition through territorial co-financing strategies, the definition and construction of digital competencies frameworks and learning indicators, analysis of direct equipment delivery modalities to high school students transitioning to higher education, and systematization of training experiences in the use of AI and evaluation processes. These notes are expected to be comprehensive documents that include processes of construction and consultation with experts, key territorial actors, and staff from CPE/TPA, enhancing dialogue capabilities, experience systematization, knowledge circulation, and identification of innovative improvement actions for quality, relevant education.

Duties and Responsibilities:
The primary responsibility of the consultants will be to produce one technical note each, focusing on the identified themes. This will involve weekly meetings with designated teams from partner institutions to receive guidance on content and methodologies, facilitate access to necessary information for document preparation, and conduct relevant consultations to ensure effective progress on the expected products. Additionally, consultants will lead at least one consultation process to gather information and another to validate the first version of the report. Participation in dialogues with the Expert Evaluation Committee (national and international) may also be required to provide guidance on the evaluation exercise of this project.

Required Qualifications:
Candidates must hold a professional degree, with a master's or doctoral level of education in fields such as education, pedagogy, social sciences, economics, technologies, or other areas relevant to the consultancy. They should have at least 12 years of proven experience in researching, analyzing, and evaluating policies, programs, or initiatives related to technology and education, particularly in one or more of the proposed themes for the technical notes. Experience working with national government and the United Nations system at both international and national levels will be valued. Candidates should also have experience in designing, participating in, and facilitating consultation processes with stakeholders from various sectors for the development of publications, including gathering opinions, perspectives, experiences, and practices, or validating content and methodologies. Proven bibliographic knowledge and experience with referenced publications of articles and policy reports (evaluation, systematization, etc.) are also required.

Educational Background:
Candidates must possess a professional degree, ideally with a master's or doctoral level of education in relevant fields such as education, pedagogy, social sciences, economics, technologies, or other areas pertinent to the consultancy.

Experience:
A minimum of 12 years of demonstrable experience in research, analysis, and evaluation of policies, programs, or initiatives concerning technology and education is required. This experience should particularly relate to one or more of the themes proposed for the technical notes. Experience working with national government and the United Nations system at both international and national levels will be considered an asset.

Languages:
Candidates must have excellent written and oral proficiency in Spanish or be native speakers. A very good command of written and spoken English is also required, as it will facilitate communication and collaboration in a bilingual environment.

Additional Notes:
The consultancy will be virtual and is expected to last a maximum of 2 months, supervised by the education specialist from UNESCO San José, in collaboration with designated personnel from Technologies for Learning/Computadores para Educar and the National Office of UNDP in Colombia. Consultants are expected to dedicate at least half of their time to the consultancy over the two-month duration. They may also need to travel to Bogotá at least twice, at the beginning and end of the consultancy, as well as visit educational centers or targeted territories for information gathering and dialogue with key actors. Travel dates will be communicated at least one month in advance, and travel costs will be covered by the contracting institution. Deliverables include a consultancy work plan, content outline and methodology, a draft version of the technical note, and the final version of the technical note.
