Job Overview:
The Human Resource Assistant position is situated within the Talent Acquisition Division of the Budget, People, and Management Systems Department at ADB. This role is crucial in supporting the full cycle of recruitment and selection activities, ensuring that the organization attracts and retains the best talent to meet its strategic goals. The Human Resource Assistant will provide guidance on recruitment strategies, assist in the advertisement of vacancies, and coordinate the selection process to ensure compliance with ADB's administrative orders. This position requires a proactive approach to building a robust candidate pipeline and involves collaboration with various departments to align recruitment efforts with organizational needs. The role also includes monitoring recruitment metrics and participating in special projects aimed at improving HR processes.

Duties and Responsibilities:
The Human Resource Assistant will be responsible for a variety of tasks including: facilitating the advertisement of job vacancies through multiple media channels; reviewing and pre-screening job applications to ensure candidates meet minimum qualifications; coordinating the shortlisting process with hiring managers; organizing panel interviews and serving as an interview panelist when required; supporting client departments in implementing recruitment strategies; conducting due diligence checks and preparing salary comparisons; ensuring the accuracy of candidate records in the Human Resource Management System (HRMS); preparing personnel announcements; monitoring recruitment actions and preparing statistical reports; and participating in working groups for special projects and business process reviews. The role may also involve performing other HR-related duties as outlined in the workplan.

Required Qualifications:
Candidates must possess a Bachelor's degree in Human Resource Management, Psychology, Business or Public Administration, Social Sciences, or a related field. A minimum of 5 years of relevant work experience in human resources management is required. Candidates should have a solid understanding of HR policies and procedures, experience in conducting structured and competency-based interviews, and the ability to establish effective working relationships. Proficiency in HRMS and personnel database systems is essential, along with strong written and verbal communication skills in English. The ability to review and improve recruitment processes is also a key qualification for this role.

Educational Background:
The educational requirement for this position is a Bachelor's degree in a relevant field such as Human Resource Management, Psychology, Business or Public Administration, Social Sciences, or a related area. This educational background provides the foundational knowledge necessary for understanding human resources policies, recruitment strategies, and organizational behavior, which are critical for the effective performance of the Human Resource Assistant role.

Experience:
The position requires at least 5 years of relevant work experience in human resources management. This experience should ideally include exposure to various aspects of HR functions, particularly in recruitment and selection processes. Candidates should demonstrate a track record of effectively managing recruitment cycles, conducting interviews, and collaborating with different departments to fulfill staffing needs. Experience in using HRMS and understanding HR metrics will also be beneficial for this role.

Languages:

Additional Notes:
This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance.
