Job Overview: The Programme Analyst for Affirmative Procurement will play a crucial role in supporting the effective management of UN Women programs in Nigeria, specifically focusing on women's economic empowerment through affirmative inclusion. This position involves contributing to the design, formulation, implementation, and evaluation of programs aimed at enhancing women's entrepreneurship and access to finance. The Programme Analyst will work closely with various stakeholders, including government officials, donors, and civil society, to ensure successful program implementation. The role requires monitoring project progress, analyzing results, and providing technical assistance to partners, thereby fostering gender-responsive financial services and policies. The Programme Analyst will also be responsible for coordinating relationships with key partners, managing financial resources, and contributing to advocacy and knowledge-building efforts related to women's economic empowerment.
Duties and Responsibilities: The Programme Analyst will have a wide range of responsibilities, including acting as the project officer for the national component of the Women’s Economic Empowerment through Affirmative Finance project. Key duties include monitoring project progress according to the work plan, drafting monitoring and donor reports, managing and coordinating consultants and contractors, and overseeing financial resources of the program. The analyst will provide technical assistance and capacity development support to project partners, contribute to the development of program strategies, and ensure adherence to UN Women standards and rules. Additionally, the role involves monitoring budget implementation, providing inputs to financial reports, and contributing to resource mobilization strategies. The Programme Analyst will also support inter-agency coordination on women's economic empowerment and contribute to advocacy efforts, knowledge management, and the organization of training and workshops.
Required Qualifications: Candidates must possess a Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is considered an added advantage. The role requires strong program formulation, implementation, monitoring, and evaluation skills, as well as good budget and finance skills. Knowledge of Results Based Management and the ability to gather and interpret data are essential. Candidates should also have a good understanding of gender-responsive procurement and women business associations.
Educational Background: The educational background required for this position includes a Master's degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. In cases where candidates hold a first-level university degree, they must also have two additional years of qualifying experience. A project/programme management certification is a plus, indicating a formal recognition of the candidate's skills in managing projects effectively.
Experience: Candidates should have at least one year of progressively responsible work experience in development program/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building. Experience in public policy and strategy to support women's entrepreneurship is essential. Familiarity with gender/public procurement procedures and regulations in West and Central Africa is required, along with knowledge of private sector affirmative sourcing and supply chain practices. Experience working with international institutions and designing training for women entrepreneurs is desirable, as is experience in women's economic empowerment initiatives and liaising with government agencies and donors.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance a candidate's profile.
