Job Overview:
The Senior Adviser on Legal Reform will play a crucial role in operationalizing the Mission mandate and tasks as outlined in the planning documents and the Mission Implementation Plan. This position involves advising and mentoring local counterparts at both strategic and operational levels, addressing structural weaknesses in the performance and accountability of institutions, and proposing relevant solutions. The adviser will provide analysis and recommendations to local counterparts, maintain necessary contacts, and build relationships with relevant local stakeholders. Additionally, the role includes designing and delivering training, supporting the development of local institutions in the Ministry of Justice and the Verkhovna Rada regarding legal reform and legislative drafting, and acting as the key interlocutor on legislative matters. The adviser will also be responsible for identifying and reporting on lessons learned and best practices related to legal reform, ensuring timely reporting on activities, and considering gender equality and human rights aspects in all tasks.

Duties and Responsibilities:
The duties and responsibilities of the Senior Adviser on Legal Reform include: operationalizing the Mission mandate and tasks as set out in planning documents; advising and mentoring local counterparts; supporting the Mission in addressing structural weaknesses in institutions; providing analysis and recommendations; being embedded within local institutions; maintaining contacts and building relationships with local counterparts; liaising with other advisers; designing and delivering training; supporting the development of the Ministry of Justice and Verkhovna Rada in legal reform; being the key interlocutor on legislative matters; developing policies in line with local institutions; identifying and reporting on lessons learned; contributing to timely reporting on legal reform activities; and considering gender equality and human rights in task execution.

Required Qualifications:
The essential qualifications for this position include successful completion of university studies of at least four years, attested by a diploma or equivalent qualification in Law, and a minimum of six years of relevant professional experience after fulfilling the education requirements. The candidate must possess the ability to mentor and motivate local counterparts and have knowledge of legislative procedures and the EU acquis. Desirable qualifications include experience in designing and delivering training, familiarity with parliamentary processes, and understanding of various areas of law such as international law, procedural law, administrative law, criminal law, contract law, and labor law.

Educational Background:
Candidates must have completed university studies of at least four years, which can be attested by a diploma or a qualification equivalent to level 7 in the European Qualifications Framework. This qualification should specifically be in Law, ensuring that the candidate has a solid foundation in legal principles and practices necessary for the role.

Experience:
The position requires a minimum of six years of relevant professional experience after the educational requirements have been met. This experience should ideally include work in legal reform, legislative processes, and collaboration with governmental or parliamentary institutions, providing the candidate with a comprehensive understanding of the legal landscape and the challenges faced in reforming legal systems.

Languages:
While proficiency in Ukrainian or Russian is desirable, the mandatory language for this position is English. Candidates should be able to communicate effectively in English, as it is essential for reporting and liaising with international partners and stakeholders.
