National Human Resources Officer – Fusion Data Intelligence (FDI)

Job Overview:
The National Human Resources Officer – Fusion Data Intelligence (FDI) plays a crucial role in supporting the implementation and enhancement of Oracle Fusion Data Intelligence for global HR reporting and analytics. This position is pivotal in ensuring the effective use of data for decision-making and improving HR data management across IOM. The officer will work closely with various stakeholders, including the Senior Human Resources Officer and the Junior Professional Officer, to analyze reporting needs, develop analytics solutions, and maintain FDI-based reports and dashboards. The role also involves technical inputs on Oracle FDI architecture and collaboration with business users to refine KPIs and reporting parameters. The officer will contribute to the continuous improvement of HR data management and reporting services, ensuring alignment with organizational priorities and compliance with reporting standards.

Duties and Responsibilities:

• Support the implementation and ongoing enhancement of Oracle FDI, ensuring alignment with organizational priorities and reporting standards.
• Analyze reporting needs and develop analytics solutions in collaboration with clients and stakeholders.
• Develop and maintain FDI-based reports and dashboards to support decision-making and operational monitoring.
• Provide technical inputs on Oracle FDI architecture and coordinate data integration activities across various applications.
• Collaborate with business users to refine KPIs and improve data literacy.
• Conduct performance tuning and troubleshooting to enhance reporting efficiency.
• Monitor industry trends and provide recommendations for continuous improvement of analytics services.
• Prepare guidance materials and training sessions to support user adoption of FDI tools.
• Coordinate testing and validation activities to maintain reporting accuracy and compliance. 1
• Promote data governance and ensure confidentiality and appropriate access controls. 1
• Provide operational support as needed to maintain continuity of reporting services. 1
• Perform other relevant duties as assigned.

Required Qualifications:

• Master’s degree in Computer Science, Data Science, Computational Linguistics, Artificial Intelligence, or a related field with two years of relevant professional experience; or a Bachelor’s degree in the same fields with four years of relevant experience.
• Experience in business intelligence, data analytics, reporting, ERP systems support, or HR information systems, preferably in a large organizational setting.
• Proven experience in implementing and enhancing enterprise reporting or analytics solutions, including Oracle Fusion Data Intelligence.
• Ability to gather business requirements and facilitate the delivery of reporting initiatives.
• Experience in testing and validating reporting solutions to ensure data accuracy and operational reliability.

Educational Background:
Candidates must possess either a Master’s degree in a relevant field such as Computer Science, Data Science, or Artificial Intelligence, or a Bachelor’s degree in the same fields with additional years of experience. The educational institutions must be accredited and recognized, ideally listed in the UNESCO World Higher Education Database.

Experience:
A minimum of four years of progressively responsible professional experience in relevant fields is required. This includes experience in business intelligence, data analytics, and ERP systems support, particularly in complex organizational environments. Candidates should have a background in supporting the implementation and maintenance of enterprise reporting solutions, with a preference for experience in Oracle Fusion Data Intelligence or similar platforms. Experience in international organizations or the UN system is advantageous.

Languages:
Fluency in English is mandatory, and knowledge of additional languages is considered an asset. Candidates should be able to communicate effectively in both written and spoken forms, with the ability to convey technical information to non-technical audiences.
