Job Overview:
The Engineer position at WFP Philippines Country Office (PHCO) is crucial for supporting a range of infrastructure and engineering initiatives aimed at strengthening operational capacity and enhancing program delivery. The role involves overseeing various projects, including the refurbishment of WFP office facilities, establishment of National Humanitarian Response Depots, technical design and development of Central School Kitchens, and the deployment of Kitchen-in-a-Box facilities. The Engineer will provide technical expertise throughout the project lifecycle, which includes engineering design, project planning, construction supervision, contract administration, and quality assurance. Regular site presence is required to monitor progress, oversee construction activities, and ensure that engineering interventions align with WFP standards and industry best practices. The Engineer will also serve as the focal point for engineering and construction activities, coordinating with contractors, government counterparts, and other stakeholders to facilitate effective project delivery.

Duties and Responsibilities:
The Engineer will be responsible for a variety of key tasks, including conducting detailed site assessments, preparing comprehensive reports, developing project plans and implementation schedules, and overseeing project implementation in accordance with WFP specifications and international standards. Daily supervision of contractor activities is essential to ensure adherence to design requirements and safety standards. The Engineer will review and validate contractor designs, approve test results for materials, and maintain detailed records of site activities. Participation in weekly progress meetings and coordination with various stakeholders is required, along with administrative tasks and project management services as needed. The Engineer will also support the commissioning and final handover process, ensuring that all project documentation is complete and accurate.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Civil Engineering, Architecture, Construction Management, or a related field. Professional accreditation as a Professional Engineer (PE), Chartered Engineer (CEng), or Registered Civil Engineer is highly desirable. A first university degree (Bachelor’s degree) in a relevant field, combined with additional years of qualifying professional experience, may be accepted in lieu of an advanced degree. Candidates should demonstrate strong project management skills, knowledge of engineering design principles, and the ability to review technical documentation and project specifications.

Educational Background:
The educational requirements for this position include an advanced university degree (Master’s degree or equivalent) in Civil Engineering, Architecture, Construction Management, or a related engineering discipline. A first university degree (Bachelor’s degree) may be accepted if combined with relevant professional experience. Professional accreditation from a recognized regulatory body is highly desirable, indicating a recognized level of expertise in the field.

Experience:
Candidates should have a minimum of three years of progressively responsible professional experience in civil engineering, infrastructure development, or construction management with an advanced university degree, or five years with a first university degree. Experience in planning, design, implementation, and supervision of civil works and infrastructure projects is essential. Familiarity with contract management and coordination with contractors and government counterparts is desirable, as is previous experience with the United Nations or similar organizations.

Languages:
Excellent written and oral communication skills in English are mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.

Additional Notes:
This position is offered under a Special Service Agreement for a duration of 11 months and is open to Filipino nationals only. The monthly salary starts at approximately PHP 133,000.00, with additional medical coverage extendable to eligible dependents, leave benefits, and other applicable entitlements.
