Job Overview: The Supply Chain Assistant will play a crucial role in supporting the procurement activities of IOM Indonesia. Reporting directly to the Senior Supply Chain Associate and under the overall supervision of the National Resource Management Officer, the incumbent will be responsible for organizing procurement activities, which include obtaining quotations, tendering, purchasing, and delivering goods and services. The role requires a proactive approach to providing logistical and procurement support to various programs and projects within IOM Indonesia. The Supply Chain Assistant will ensure compliance with IOM's procurement policies and procedures while maintaining effective communication with suppliers and internal stakeholders. This position is vital for ensuring that the organization's operations run smoothly and efficiently, contributing to the overall mission of IOM in Indonesia.
Duties and Responsibilities: The Supply Chain Assistant will have a comprehensive set of responsibilities, including but not limited to: receiving and consolidating procurement requisition forms, verifying compliance with the Purchase Authorization Matrix, preparing tender documents, soliciting bids and quotations, and preparing bid analysis summaries. The incumbent will confirm terms of agreement with selected suppliers, prepare relevant documentation such as purchase orders and contracts, and coordinate necessary authorizations. Monitoring the status of open requisitions and ensuring timely delivery of goods and services is essential, as is coordinating with the receiving unit to obtain satisfactory delivery notes. The role also involves reviewing vendor invoices, preparing payment requests, and coordinating with the Finance Unit for timely payments. The Supply Chain Assistant will maintain both physical and electronic records of all procurement documentation, conduct market surveys to identify potential suppliers, and keep track of contractual agreements. Additionally, the incumbent will support transportation needs, monitor contractors' activities, and assist in organizing meetings, workshops, and training sessions.
Required Qualifications: Candidates must possess a university degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a high school diploma with four years of relevant professional experience is acceptable. Certification in Procurement, Logistics, or Supply Chain Management is considered an advantage. Candidates should demonstrate a strong understanding of procurement and logistics, as well as administrative and operational processes. Experience working with IOM or UN procurement and logistics rules and procedures is highly desirable, as is experience in an international organization.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as Business Administration, Accounting, Logistics, or Supply Chain Management from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates with a high school diploma must have additional relevant professional experience to qualify for the role.
Experience: The ideal candidate should be an Indonesian national with a solid understanding of procurement and logistics, as well as administrative and operational experience. Relevant experience in procurement and logistics within an international organization, particularly with IOM or UN agencies, is highly advantageous. Candidates should demonstrate the ability to effectively apply specialized knowledge of logistics and procurement to source goods and services in a timely manner.
Languages: Fluency in English and Bahasa Indonesia, both oral and written, is required for this position. All IOM staff members must be fluent in one of the IOM's official languages (English, French, Spanish). Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
