Job Overview: The Programme Policy Officer (Cooperating Partnerships Management) position is critical for the WFP Egypt Country Office, which collaborates with a wide range of governmental and non-governmental organizations to implement activities under the Country Strategic Plan (CSP). This role focuses on enhancing the management of Cooperating Partners (CPs) to ensure quality program delivery, compliance with corporate requirements, and the achievement of program results. The officer will coordinate all aspects of the partnership lifecycle, including partner mapping, selection, agreement development, performance monitoring, and capacity strengthening. The position requires close collaboration with various units within WFP to promote effective partnerships and mitigate operational risks. The officer will also contribute to the governance of partnerships, ensuring that they align with WFP's strategic objectives and support the effective implementation of program activities.
Duties and Responsibilities: The key accountabilities for this position include coordinating the identification and management of partnerships with NGOs and governmental organizations to improve security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and nutrition. The officer will provide project management support for significant programs, ensuring compliance with WFP standards. They will facilitate corporate dialogue with partners, develop monitoring systems, and prepare timely reports on program activities. The officer will also conduct research and analysis on policy issues, liaise with counterparts for effective collaboration, and support capacity building for WFP staff and partners. Additional responsibilities include stakeholder mapping, developing localization strategies, ensuring compliance in agreement management, and enhancing partner performance oversight. The officer will also coordinate risk-informed spot-checks and develop onboarding materials to improve partner understanding of WFP requirements.
Required Qualifications: Candidates must possess an advanced university degree in International Relations, Development Studies, Business Administration, Social Sciences, Economics, or a related field. Alternatively, a first university degree with additional relevant work experience and training may be considered. The position requires at least 7 years of relevant experience, including 3 years in program, partnerships, grant/project management, or humanitarian operations. Strong networking, analytical, communication, and management skills are essential, along with proficiency in Microsoft Office applications and knowledge of UN policies and procedures related to program implementation and partnership management.
Educational Background: The educational requirements for this position include an advanced university degree in a relevant field such as International Relations, Development Studies, Business Administration, Social Sciences, or Economics. Candidates with a first university degree and additional years of related work experience may also be considered. Continuous professional development through training and courses is encouraged to enhance the candidate's qualifications.
Experience: The role requires a minimum of 7 years of relevant experience, with at least 3 years in professional roles related to program management, partnerships, grant management, or humanitarian operations. Candidates should have experience in managing legal partnership agreements, performance reviews, and compliance processes, preferably within international assistance organizations. Experience in capacity assessment and development of local organizations is also desirable.
Languages: Fluency in English (level C) and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.
Additional Notes: This position is a fixed-term contract for 12 months, with the possibility of extension based on funding availability and satisfactory performance.
