Job Overview:
The National Consultant will play a crucial role in supporting the development of Standard Operating Procedures (SOPs) for civil society organizations (CSOs) engaged in providing advocacy, information, and support services to migrants in Georgia. This consultancy is part of the project 'Building Resilient Futures for Migration-Prone Populations in Georgia (REforM)', which aims to strengthen migration governance in Georgia. The consultant will provide technical expertise and contextual support, working closely with an International Consultant to ensure that the SOPs are practical, context-specific, and aligned with national frameworks and international standards. The consultant will be responsible for conducting stakeholder consultations, mapping existing services, and identifying operational gaps to inform the SOP development process. The role requires a deep understanding of the legal and institutional frameworks related to migration in Georgia, as well as the ability to engage effectively with various stakeholders, including government institutions and civil society actors.

Duties and Responsibilities:
The National Consultant will be responsible for a comprehensive set of tasks, including: reviewing and analyzing relevant Georgian legislative, policy, and institutional frameworks related to migration governance; preparing an overview of relevant institutions and procedures affecting migrants' access to services; conducting stakeholder and service mapping of CSOs and other service providers; assessing existing migrant support approaches and identifying key gaps; planning and leading consultations with stakeholders; providing contextual analysis and technical inputs to the International Consultant; reviewing draft SOPs and providing technical feedback; organizing and facilitating validation workshops; and supporting capacity-building activities for CSOs on the application of the SOPs. The consultant will ensure that the SOPs are practical and applicable within the Georgian context, contributing to the overall goal of enhancing migrant protection and support mechanisms.

Required Qualifications:
Candidates must possess an advanced postgraduate degree (PhD, MA, MSc) in relevant fields such as Law, Human Rights, Social Sciences, Sociology, Public Policy, Migration Studies, Public Health, or Gender Studies. Strong knowledge of the Georgian legal and institutional frameworks related to migration and labor migration is essential. Experience in developing or supporting SOPs, guidelines, or operational frameworks in public administration or civil society service delivery is required. Candidates should demonstrate experience in designing referral mechanisms, case intake procedures, and service standards, as well as in qualitative research and consultative processes. Excellent analytical, drafting, and report-writing skills in English are necessary, along with the ability to engage with various stakeholders in migration governance.

Educational Background:
An advanced postgraduate degree (PhD, MA, MSc) in relevant disciplines such as Law, Human Rights, Social Sciences, Sociology, Public Policy, Migration Studies, Public Health, or Gender Studies is required for this position. This educational background is crucial for understanding the complexities of migration governance and the legal frameworks that affect migrants in Georgia.

Experience:
Candidates should have substantial experience in the field of migration governance, particularly in relation to the Georgian context. This includes experience in developing SOPs, engaging with government institutions, and working with civil society organizations. Demonstrated experience in qualitative research, stakeholder consultations, and the operationalization of service delivery frameworks is essential. The consultant should also have a proven track record of producing clear and structured policy or operational documents.

Languages:
Fluency in Georgian and English is mandatory for this consultancy. The proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments. Knowledge of additional languages may be considered an asset but is not required.

The consultancy is expected to last for 30 working days over a period of three months, from September to December 202
