Job Overview:
The consultancy position is focused on developing a robust methodological framework for assessing and costing economic and non-economic Loss and Damage related to climate impacts in North Africa. The consultant will work remotely with the IOM Regional Office for MENA, based in Cairo, Egypt, over a period of 50 days from mid-September to mid-December 202

• The role involves collaborating with IOM and UNDP to create practical approaches for estimating Loss and Damage across various sectors and populations, particularly emphasizing human mobility and gender-differentiated impacts. The consultant will be responsible for producing four key deliverables, including an inception report, a stocktaking assessment, an operational methodological framework, and illustrative sector applications, all aimed at enhancing national capacities to integrate climate-related loss and damage into policy and planning processes.

Duties and Responsibilities:
The consultant will be tasked with producing four sets of deliverables: 1) An Inception Report and Analytical Framework that outlines the scope, methodology, and validation process for the consultancy, including criteria for selecting focus countries; 2) A Stocktaking and National Data Ecosystem Assessment Report that maps existing methodologies and assesses the availability and quality of relevant datasets; 3) An Operational Methodological Framework and Cost Estimation Toolkit that provides guidance for estimating economic and non-economic Loss and Damage; and 4) Illustrative Sector Applications and a Final Report that demonstrates the methodology's application in selected sectors and provides recommendations for integrating Loss and Damage evidence into national planning and climate finance processes. The consultant will also conduct knowledge-sharing sessions to facilitate the transfer of findings and methodologies to IOM and UNDP staff.

Required Qualifications:
Candidates must possess an advanced university degree, preferably a master's degree or higher, in fields such as climate change, environmental policy, migration studies, disaster risk management, public policy, development studies, economics, geography, social sciences, or related disciplines. Additionally, a minimum of seven years of relevant professional experience in areas such as climate policy, Loss and Damage, adaptation, disaster risk management, climate finance, and migration is required. Demonstrated experience in developing methodologies and analytical frameworks for policy or programming purposes is essential, along with familiarity with climate policy instruments and experience working with economic and non-economic Loss and Damage data.

Educational Background:
The position requires an advanced university degree, ideally a master's degree or higher, in relevant fields such as climate change, environmental policy, migration studies, disaster risk management, public policy, development studies, economics, geography, social sciences, or related areas. This educational background is crucial for understanding the complex interrelations between climate impacts, migration, and policy frameworks.

Experience:
Candidates should have at least seven years of relevant professional experience in climate policy, Loss and Damage, adaptation, disaster risk management, climate finance, migration, or related applied research. Proven experience in developing methodologies, analytical frameworks, or guidance documents for policy or programming purposes is necessary, along with a strong familiarity with climate policy and reporting instruments.

Languages:
Fluency in English is required for this consultancy role. Proficiency in Arabic and/or French is considered a distinct advantage, as it may enhance communication and collaboration with stakeholders in the region. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

• The consultant will work remotely but will collaborate closely with the IOM Regional Office for MENA in Cairo. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. The appointment is subject to medical clearance and compliance with residency or visa requirements. IOM has a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment.
