Job Overview: The Project Finance Specialist position is designed for internal candidates only and is situated within the Finance Group of UNOPS. The specialist will report to a Project Finance Advisor and may have supervisory responsibilities over other team members. The position is integral to establishing a financial framework that governs client projects, including policies and systems related to cost recovery and financial reporting. The specialist will also provide expert guidance and support throughout the project lifecycle, ensuring that financial management aligns with organizational goals and enhances operational excellence. This role is not only about managing finances but also about fostering relationships with internal and external stakeholders, ensuring that financial matters are addressed effectively to support project delivery.
Duties and Responsibilities: The duties and responsibilities of the Project Finance Specialist include:
Partner Negotiations: Representing the Finance Group in negotiations with partners regarding financial matters, including the review and approval of financial conditions in agreements.
Project Finance: Providing inputs for audit queries, supporting project audits, and ensuring accurate reconciliation of general ledger accounts.
Implementation/Transactional Services Delivery Support: Offering finance support throughout the service lifecycle, including reviewing agreements and preparing financial reports.
Cost Recovery: Developing and implementing UNOPS’ cost recovery model, reviewing budgets and processes related to cost recovery.
People Management: Contributing to the annual work plan, monitoring task implementation, and fostering a positive work environment.
Knowledge Management and Innovation: Promoting knowledge sharing and capacity-building initiatives within the organization. The role requires a proactive approach to financial management and the ability to adapt to changing circumstances while maintaining high standards of performance.
Required Qualifications: Candidates must possess a Bachelor’s degree (or equivalent) in Finance, Accounting, Business Administration, or other relevant disciplines with at least 7 years of relevant experience. Alternatively, a Master’s degree (or equivalent) in the same fields with a minimum of 5 years of relevant experience is acceptable. Professional accreditation or qualification in Finance is desirable. Candidates should demonstrate proficiency in financial management and possess strong analytical skills to navigate complex financial scenarios effectively.
Educational Background: The educational background required for this position includes a Bachelor’s degree in Finance, Accounting, Business Administration, or related fields. A Master’s degree in these disciplines is preferred and may substitute for some years of experience. Candidates with professional certifications in finance or accounting will have an advantage, as these qualifications indicate a commitment to the field and a deeper understanding of financial principles and practices.
Experience: The position requires relevant experience in financial management, specifically in project finance. Candidates should have demonstrable proficiency in using collaboration and productivity tools, such as MS Office and G-Suite. Experience working in field locations and supervisory roles is highly desirable, as is familiarity with financial matters related to project management, including budgeting and reporting. Understanding the UNOPS financial model and having experience with partner relations will be considered strong assets for applicants.
