Job Posting Organization:
The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (RCO) play a crucial role in supporting countries to meet their development priorities. The Development Operations Coordination Office (DCO) oversees the resident coordinator system and ensures alignment with the UN Sustainable Development Group's objectives. The DCO has undergone recalibration to optimize support for the 2030 Agenda, focusing on data, digital innovation, and a mission-driven culture. The Partnerships Officer position is integral to this mission, providing strategic advice and support for partnerships aimed at achieving the SDGs.

Job Overview:
The Partnerships Officer will work within the UN Resident Coordinator Office in Santo Domingo, Dominican Republic, under the supervision of the Head of the Office. This role involves providing substantive support for strategic planning and coordination of UN Country Team (UNCT) partnerships with various stakeholders, including civil society and the private sector. The officer will assist in developing and implementing the UN Partnership Strategy, ensuring alignment with the UN Sustainable Development Cooperation Framework. The position requires active engagement with external stakeholders, facilitating partnerships that advance the SDGs. The officer will also participate in resource mobilization initiatives, support the management of pooled funds, and contribute to knowledge management and capacity development related to partnerships and resource mobilization.

Duties and Responsibilities:
The Partnerships Officer will perform a variety of duties, including:
  • Assisting with the provision of substantive support for strategic planning and coordination of UNCT partnerships, providing advice on the development and implementation of the UN Partnership Strategy.
  • Supporting the establishment of working groups for effective implementation and monitoring of the strategy, conducting liaison with UN entities, and packaging value propositions for local partnerships.
  • Participating in joint partnership and resource mobilization initiatives, developing resource mobilization strategies, and analyzing existing partnerships.
  • Collaborating with the RCO Economist and finance experts to promote partnerships that support financing for the SDGs.
  • Contributing to knowledge management and capacity development, promoting collaboration and sharing best practices within the UN system.
  • Collecting and analyzing data to identify trends and provide insights for decision-making.
  • Performing other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics or related fields is an advantage. Candidates should demonstrate a strong understanding of sustainable development theories and concepts, as well as the ability to conduct independent research and analysis.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in relevant fields is required. A first-level university degree with additional qualifying experience may be accepted. Completion of degree and non-degree programs in data analytics or business analytics is advantageous.

Experience:
A minimum of five years of progressively responsible experience in strategic support to partnerships, project management, and resource mobilization in development cooperation is required. Candidates should have experience in developing strategic partnerships with stakeholders such as the UN, government, private sector, and civil society organizations. Experience in designing and implementing partnerships, resource mobilization strategies, and knowledge management in development cooperation is desirable. Experience in supporting financing for the SDGs and preparing project proposals is also required.

Languages:
Fluency in English and Spanish is required for this position. The working languages of the United Nations Secretariat are English and French, but for this role, proficiency in English and Spanish is mandatory. Candidates must meet the minimum required level for reading, writing, listening, and speaking in both languages according to the UN Language Framework.

Additional Notes:
This is a fixed-term position for an initial period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of the Dominican Republic only.
