The United Nations Support Office in Haiti (UNSOH) was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. Job Overview:
The UN Medical Officer position is critical for coordinating medical evacuations and providing comprehensive medical support within the United Nations framework. The incumbent will act as the focal point for all medical evacuation requests, ensuring effective communication between various stakeholders, including local authorities and medical facilities. The role encompasses both clinical and administrative duties, requiring the officer to support emergency responses, manage medical referrals, and ensure adherence to UN clinical guidelines. The Medical Officer will also be responsible for developing and updating Standard Operating Procedures (SOPs) for medical evacuations, conducting assessments of health facilities, and supervising medical staff. This position demands a high level of professionalism, communication skills, and the ability to work under pressure in a multicultural environment.

Duties and Responsibilities:
The Medical Officer will be responsible for the following duties:

• Act as the UNHQ focal point for all medevac requests and liaise with UNSOH for technical questions.
• Provide continuous medico-administrative support for medevac operations from Level 2 Hospital in Port au Prince to Level 3 and Level 4 evacuation centers in the Dominican Republic.
• Facilitate communication between the requestor, local authorities, GSF stakeholders, and hospitals.
• Develop and update SOPs for medical evacuation plans in coordination with UNSOH.
• Conduct technical assessments of health facilities as requested.
• Support clinical duties including emergency responses and staff referrals.
• Ensure quality in clinical services and adherence to patient safety protocols.
• Advise administration on medical standards for recruitment and sick leave.
• Participate in drafting business continuity and crisis preparedness plans. 1
• Manage day-to-day operations and supervise medical staff. 1
• Ensure availability of medical supplies and proper functioning of equipment. 1
• Implement training programs to maintain and develop medical capabilities. 1
• Perform other related duties as required.

Required Qualifications:
Candidates must possess a first-level university degree that qualifies for registration as a licensed medical practitioner (MD, MBBS, MBChB, or equivalent). Current unrestricted registration with the medical licensing authority of one of the Member States of the United Nations is required, along with a valid license to practice medicine. Training in emergency medicine and trauma care is desirable. Candidates should demonstrate knowledge of established policies regarding medical clearances and evacuations, as well as the ability to work effectively in a multicultural environment.

Educational Background:
The educational background required for this position includes a first-level university degree in medicine that qualifies for registration as a licensed medical practitioner. This degree must be recognized by the medical licensing authority of a UN Member State. Additional training in emergency medicine and trauma care is considered an asset, enhancing the candidate's qualifications for the role.

Experience:
A minimum of seven years of progressively responsible clinical experience in one of the areas of medicine is required. Candidates must have experience in conducting and coordinating medical evacuations in an international environment. Experience in UN or other specialized agency field operations is desirable, as is experience in managing high-level stakeholders and multicultural teams. Familiarity with electronic medical record systems and data analysis is also beneficial.

Languages:
For this position, proficiency in English and Spanish is required, with a minimum level of proficiency defined by the UN Language Framework. French is considered a desirable language skill. Candidates must demonstrate their ability to read, write, listen, and speak in these languages at the required levels.
