Job Overview: The position of Programme Associate is situated within the WFP Liberia Country Office, specifically in the Programme Unit. The primary focus of this role is to support emergency preparedness and response activities while acting as the focal point for managing cooperating partner agreements and operational partnerships. The job holder is expected to work closely with various stakeholders, including activity managers, Field Office staff, and other units such as Supply Chain, Procurement, Finance, and Monitoring and Evaluation. The role requires a proactive approach to operational queries, demonstrating responsibility and initiative, and the ability to coordinate support staff or field-level follow-ups as necessary. The Programme Associate will provide specialized program support and technical analyses to ensure effective management and compliance of partner agreements, contributing to WFP's mission of delivering humanitarian assistance efficiently and effectively.
Duties and Responsibilities: The duties and responsibilities of the Programme Associate include supporting the development and implementation of emergency preparedness plans and response protocols, ensuring alignment with WFP policies and humanitarian standards. The role involves providing project management support for preparedness and emergency response activities, maintaining communication with various units to collect updates on humanitarian needs and operational challenges, and supporting information management for preparedness and response activities. The Programme Associate will compile and analyze emergency-related data, prepare necessary documents, and coordinate with internal and external partners to support coherent planning and identify operational risks. Additionally, the role includes managing cooperating partner processes, reviewing partnership documentation, maintaining partner information management tools, and supporting partner capacity strengthening initiatives. The Programme Associate will also be responsible for tracking agreement statuses, liaising with relevant units for timely amendments, and providing secretariat support to the Cooperating Partner Committee.
Required Qualifications: Candidates must possess a strong understanding of programme agreement management, partner documentation, and due diligence follow-up. They should have the ability to support emergency preparedness plans, contingency planning, and response coordination. The role requires excellent coordination skills across various functions, including Finance, Supply Chain, and Risk Management, to resolve implementation bottlenecks. Strong data and information management skills are essential, along with the ability to maintain databases and prepare analytical summaries. The Programme Associate should demonstrate professional judgment, the ability to work under pressure, and the capacity to manage multiple deadlines while preserving confidentiality and handling sensitive documentation appropriately.
Educational Background: The minimum educational requirement for this position is the completion of secondary school education. A post-secondary certificate in fields such as emergency management, international development, public administration, social sciences, economics, project management, logistics, or security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security is desirable. This educational background will provide the necessary foundation for understanding the complexities of humanitarian assistance and program management.

Experience in supporting the implementation of programs with technical teams, government counterparts, NGOs, or UN agencies is essential. Familiarity with preparing or reviewing partnership agreements, budgets, and compliance follow-up is also desirable. Additionally, experience in maintaining databases and preparing analytical reports will be beneficial for this role.
Languages: Fluency in oral and written English is mandatory for this position. Knowledge of local Liberian languages would be considered an asset, enhancing communication with local partners and stakeholders.
