Job Overview:
The Director of the Bureau of Human Resources Management (HRM) at UNESCO is a senior leadership position responsible for overseeing the development and implementation of the organization's Human Resources Strategy. This role requires close collaboration with Member States, senior management, and UNESCO personnel to ensure a diverse and skilled workforce capable of fulfilling the organization's mandate. The Director will provide strategic HR support services, develop HR policies and initiatives, and ensure effective delivery of HR services across the organization. The incumbent will lead a team of HR professionals, promote a culture of excellence and accountability, and manage HR reform initiatives to enhance organizational performance.

Duties and Responsibilities:
The Director will be responsible for providing guidance and support to senior management on human resources matters, promoting sound HR management practices, and fostering a values-based workplace culture. Key responsibilities include leading the formulation and implementation of UNESCO's Human Resources Strategy, supporting organizational change initiatives, designing an integrated talent management framework, and ensuring data-driven decision-making through critical business intelligence. The Director will also manage the Bureau's work programme and budget, build relationships with stakeholders, and represent UNESCO in various forums and meetings.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in human resources, public or business administration, management, law, social or human sciences, or related fields. A minimum of 15 years of progressively responsible professional experience in human resources or related fields is required, with significant experience at the managerial level. Candidates should have experience in leading change-related projects and implementing organizational transformation.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in relevant fields such as human resources, public or business administration, management, law, social or human sciences is required. Additional courses or training in management-related fields are desirable.

Experience:
Candidates should have at least 15 years of progressively responsible professional experience at the national or international level in human resources or related fields, with a significant portion of that experience at a managerial level. Experience in leading change-related projects or programs and implementing organizational transformation is essential.

Languages:
Excellent knowledge and drafting skills in one of the working languages of the Organization (English or French) are mandatory, along with the ability to work in the second language. Knowledge of other official languages of UNESCO (Arabic, Chinese, Russian, or Spanish) is considered desirable.

Additional Notes:
The position is a fixed-term contract for a duration of 2 years, renewable. The approximate annual starting salary for this post is US$182,355, and benefits may include 30 days of annual leave, family allowance, medical insurance, and a pension plan.
