Job Overview:
The National Data Expert will play a crucial role in supporting the NDC Act & Invest Initiative, a global project led by UNEP aimed at enhancing countries' climate ambitions and translating their Nationally Determined Contributions (NDCs) into actionable plans. This position involves providing a robust evidence base for the Revised NDC Implementation Plan and the Updated NDC Investment Plan for Liberia. The expert will be responsible for technical documentation, stakeholder consultations, and data validation processes, ensuring that the outputs align with Liberia's updated NDC targets and national policies. The role requires strong organizational skills, proficiency in data analysis, and the ability to work collaboratively with various stakeholders, including government institutions and development partners.

Duties and Responsibilities:
The expert will be tasked with designing and leading the partner consultation process, curating and validating data for multi-criteria analysis, preparing technical documentation for consultations and workshops, and ensuring the accurate upload of the Implementation Plan onto the NDC Partnership online tool. Additionally, the expert will compile and validate sector data, conduct targeted interviews for institutional reviews, and prepare comprehensive reports documenting stakeholder inputs and revisions. The role also includes providing technical inputs for timely delivery of project outputs, managing structured datasets, and ensuring rigorous source referencing throughout the documentation process.

Required Qualifications:
Candidates must possess a Bachelor’s Degree in public policy, economics, environmental management, development studies, finance, or a related field. An advanced university degree (Master's preferred) in environmental science, climate change, natural resource management, or a related field is highly desirable. Applicants should have at least nine years of senior-level experience advising government institutions and development partners in Liberia on climate change and sustainable development programs. Demonstrated expertise in data collection systems, technical documentation, and project data management is essential, along with a strong understanding of Liberia's institutional landscape relevant to NDC implementation and climate finance.

Educational Background:
The educational background required for this position includes a Bachelor’s Degree in relevant fields such as public policy, economics, environmental management, or finance. An advanced degree, particularly a Master's in environmental science, climate change, or related disciplines, is preferred. This educational foundation is critical for understanding the complexities of climate policy and environmental management necessary for the role.

Experience:
Candidates should have a minimum of nine years of senior-level experience in advising government institutions and development partners, particularly in the context of climate change and sustainable development programs in Liberia. This experience should include a demonstrated ability to translate sector-specific mitigation and adaptation targets into actionable investment priorities, as well as expertise in managing and validating project data.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, but English is the primary language of communication within the organization and for the documentation processes involved in this role.

Additional Notes:
The expected duration of the contract is from September 25, 2026, to March 30, 2027, encompassing 81 working days over a six-month period. The position is expected to be full-time, and the expert will work closely with various stakeholders, including the Environmental Protection Agency (EPA) and the Ministry of Finance and Development Planning (MFDP) in Liberia. The United Nations does not charge any fees at any stage of the recruitment process, ensuring a transparent and fair hiring process.
