Job Overview: The UN National Consultant on Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH) will play a crucial role in enhancing the UN's accountability and effectiveness in preventing sexual misconduct within its operations in Vietnam. This position involves working closely with the Resident Coordinator (RC) and the UN Country Team (UNCT) to establish and implement a comprehensive framework for PSEAH. The consultant will be responsible for advancing the priorities of the Working Group on Sexual Misconduct Prevention and supporting the implementation of the 2026 PSEAH Workplan. The consultant's work will ensure that the UN in Vietnam adheres to its commitments regarding PSEAH, thereby strengthening collective prevention, reporting, referral, and coordination mechanisms in accordance with UN policies and best practices. The consultant will also be expected to provide technical expertise, facilitate inter-agency collaboration, and conduct training to enhance the capacity of staff involved in PSEAH efforts.
Duties and Responsibilities: The consultant will undertake a variety of duties aimed at strengthening the PSEAH framework in Vietnam. Key responsibilities include:
Strengthening the In-Country PSEAH Framework: Advising senior leadership on the development and implementation of a collective PSEAH strategy, ensuring accountability for PSEAH, facilitating the work of an inter-agency Sexual Misconduct Working Group, and conducting joint PSEAH risk assessments.
Developing and Strengthening Inter-Agency Complaint Referral Mechanisms: Reviewing existing arrangements, developing recommendations for a Community-Based Complaints Mechanism (CBCM), drafting Standard Operating Procedures (SOPs) for inter-agency complaint referral, and presenting recommendations to senior leadership.
Training Staff at Entry Points: Designing and facilitating inter-agency training on SEA complaint intake and referral, and promoting awareness of formal reporting mechanisms among staff and affected populations.
Complaint and Assistance Referral: Providing technical guidance on allegation referral and survivor assistance mechanisms, advising stakeholders on appropriate referrals, and ensuring compliance with SOPs and international best practices.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in social sciences, international development, gender studies, human rights, law, public policy, social work, psychology, international relations, or a related field. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with 7 years of relevant experience may be accepted. A minimum of 5 years of work experience in gender equality, gender-based violence, and PSEAH is required, with a strong emphasis on accountability for PSEAH. Familiarity with administrative investigation procedures and the UN system is highly desirable, along with proven abilities in developing and implementing action plans or strategies.
Educational Background: The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as social sciences, international development, gender studies, human rights, law, public policy, social work, psychology, or international relations. A Bachelor's degree in a relevant field, combined with extensive professional experience, may also be considered acceptable. The candidate should have a strong understanding of gender equality and PSEAH issues, particularly in the context of humanitarian or development settings.
Experience: Candidates should have a minimum of 5 years of relevant professional experience if they hold an advanced university degree, or 7 years of relevant experience if they possess a Bachelor's degree. Experience in gender equality, gender-based violence, and PSEAH is essential, particularly in relation to accountability mechanisms. Field experience in humanitarian or development contexts is highly desirable, as is familiarity with the UN system and global coordination structures. Proven experience in developing and facilitating training and capacity-building activities is an advantage.
Languages: Fluency in English and Vietnamese is required for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in both English and Vietnamese to effectively engage with stakeholders and facilitate training.

The consultant will be compensated through two lump sum payments upon completion of specified deliverables, with no fees charged at any stage of the recruitment process. The UN emphasizes that it does not require any payment for applications, interviews, or training.
