Job Overview:
The Inclusive Education Consortium Coordinator will play a pivotal role in shaping inclusive education programming in Palestine, particularly focusing on education in emergencies and protracted crises. This position involves leading the coordination of a grant consortium, ensuring effective implementation, maintaining strong program quality, and ensuring compliance with donor requirements. The coordinator will provide technical guidance on Inclusive Education, support capacity strengthening, and contribute to shaping HI’s strategy and future engagement in the sector. The role is divided into two main components: 40% dedicated to providing strategic and technical guidance for HI's Inclusive Education portfolio in Palestine, and 60% focused on leading the coordination of the ECHO-funded consortium. The coordinator will ensure high-quality program implementation, effective governance of the consortium, and compliance with donor requirements while supporting the development of Inclusive Education within the Palestine mission.

Duties and Responsibilities:
1) Optimal management of the consortium: Lead the day-to-day coordination of the ECHO-funded consortium, act as the primary focal point for consortium partners and ECHO, coordinate governance including Steering Committee meetings and technical working groups, ensure effective communication among partners, monitor compliance with agreements and donor requirements, and address implementation bottlenecks. 2) Programme quality and MEAL coordination: Lead the preparation and submission of donor reports, ensure project monitoring and evaluation systems are implemented, monitor project performance against indicators, and contribute to project reviews and lessons learned. 3) Technical support on Inclusive Education: Provide technical leadership for all Inclusive Education interventions, ensure compliance with technical frameworks and global standards, support program implementation through technical guidance, and promote technical learning and innovation. 4) Review of HI's Inclusive Education portfolio: Generate evidence regarding the situation of children with disabilities, advocate for their inclusion, assess the relevance of HI's engagement, and develop mapping of educational actors in the sector. 5) Business development: Develop concept notes and proposals for funding opportunities in Inclusive Education, ensure alignment with operational frameworks, and support engagement with donors.

Required Qualifications:
Candidates must possess a minimum of 6 years of relevant professional experience, including at least 5 years in Inclusive Education or an allied field, and 3 years in humanitarian or emergency settings. A minimum of 3 years of experience as a Project Manager or Operations Manager is required. Proven experience in consortium coordination, particularly within ECHO-funded projects, and working with local partners is essential. Strong technical knowledge of Inclusive Education, education in emergencies, disability inclusion, and inclusive pedagogy is necessary. Candidates should demonstrate experience in sector strategy development, resource mobilization, consortium management, and donor coordination. Strong problem-solving, communication, and advocacy skills are required, along with good interpersonal and networking abilities. Flexibility and the ability to handle multiple tasks simultaneously are important, as well as strong oral and written communication skills in English. Fluency in Arabic is a strong asset, and previous experience with HI or in the Middle East, particularly in Palestine, is also advantageous.

Educational Background:
The position requires a relevant educational background, typically a degree in education, social sciences, international development, or a related field. Advanced degrees or specialized training in Inclusive Education or humanitarian response may be preferred, reflecting the complexity and technical nature of the role.

Experience:
The role demands a significant level of experience, specifically a minimum of 6 years in relevant professional settings. This includes at least 5 years focused on Inclusive Education or related fields, with a strong emphasis on experience in humanitarian or emergency contexts. Candidates should have at least 3 years of experience in managerial roles, such as Project Manager or Operations Manager, demonstrating a solid understanding of project management and operational oversight in challenging environments.

Languages:
Fluency in English is mandatory, with strong oral and written communication skills required for effective reporting and collaboration. Fluency in Arabic is considered a strong asset, enhancing the ability to engage with local partners and stakeholders effectively. Knowledge of additional languages may be beneficial but is not explicitly required.

Additional Notes:
The position offers a 6-month international contract starting from September/October 2026, based in Amman, Jordan. The contract includes social coverage adapted to the context of the mission, including unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at €2813 gross per month, depending on experience, with a net per diem of €640 paid in the field. Employees are entitled to 25 days of paid leave per year and 11 days of rest and recuperation. The position is unaccompanied, with collective housing provided by HI. The role is also open to national candidates, who will receive a local package.
