Job Overview:
The position of Democratic Lawmaking Expert Trainer and Facilitator is designed to recruit international experts who will support the implementation of ODIHR's Democratic Lawmaking portfolio. The experts will provide legal, policy, and technical expertise, conduct legislative reviews, and contribute to comprehensive assessments. They will also develop methodologies and training materials, and deliver advisory and capacity-building activities aimed at strengthening democratic lawmaking across the OSCE region. The role requires a deep understanding of the legislative cycle and the ability to engage with various stakeholders to promote effective and inclusive lawmaking processes.

Duties and Responsibilities:
The duties and responsibilities of the Democratic Lawmaking Expert include providing legal and policy expertise related to democratic lawmaking, conducting comprehensive assessments of lawmaking systems, and preparing legal opinions and thematic studies. The expert will also support the development of methodologies and practical tools, design and deliver capacity-building activities, and provide technical advisory support to various stakeholders. This includes creating curricula, facilitating workshops, and adapting training materials to specific legal frameworks and contexts. The expert will be expected to deliver high-quality analytical products and ensure that all outputs reflect international standards and incorporate feedback from ODIHR.

Required Qualifications:
Candidates must possess an advanced university degree in law, constitutional law, administrative law, public policy, governance, or a related discipline. A minimum of 10 years of professional experience in legislative reform, democratic governance, or parliamentary development is required. Candidates should demonstrate expertise in areas such as parliamentary procedures, evidence-based policymaking, and public participation in lawmaking. Strong preference will be given to those with experience in designing capacity-building programs and a sound knowledge of international human rights standards and OSCE commitments relevant to democratic lawmaking.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as law, public policy, or governance. This educational foundation is essential for understanding the complexities of democratic lawmaking and the legal frameworks that govern it.

Experience:
